Will the Minister of RAILWAYS be pleased to state:
(a) the details of the number of railway accidents occurred from
January to July 2025, including Jalgaon accident causing of 12
deaths;
(b) the details of reasons/causes of such accidents including that of
Jalgaon and Mumbai that occurred in January and June 2025
respectively;
(c) whether safety audits have been conducted on railway
infrastructure post these incidents, if so, the details thereof;
(d) the budget allocation for railway safety in FY 2025-26 compared
to previous years; and
(e) the measures taken/being taken by the Government to enhance
safety in overcrowded local trains during peak hours?

(a) to (e): Safety is accorded the highest priority on Indian Railways.
As a consequence of various safety measures taken over the years,
there has been a steep decline in the number of accidents.Consequential Train Accidents have reduced from 135 in 2014-15 to 31
in 2024-25 as shown in the graph below.
It may be noted that the Consequential Train Accidents during
the period 2004-14 was 1711 (average 171 per annum), which has
declined to 31 in 2024-25 and further to 3 in 2025-26 (upto June).
Another important index showing improved safety in train
operations is Accidents Per Million Train Kilometer (APMTKM) which
has reduced from 0.11 in 2014-15 to 0.03 in 2024-25, indicating an
improvement of approx. 73% during the said period.

From 1st January, 2025 to 15th July 2025, total 06 consequential
train accidents have taken place over Indian Railways. Causes of
these accidents include Track defects, Signal failures & Human
failures etc. In the Mumbra incident, a Committee has been formed to
investigate the cause of the incident.
However, two unfortunate unusual incidents of human run over
also occurred on Indian Railways. Details of the same are as under:-
1. On 22.01.2025, total 12 passengers were run over by train No. Dn
12627 Karnataka Express between Pardhade and Maheji stations
over Bhusawal Division of Central Railway.
2. On 09.06.2025, 04 persons fell down and were run over by train
No. N-10 Local EMU at Mumbra station over Mumbai Division of
Central Railway.
Two types of Safety Audits are being conducted by Railways
regularly, viz.:
Bi-monthly Safety Audit by the individual Zonal Railway of its own
Divisions; and An Inter-Zonal Railway Safety Audit conducted twice a year, in
blocks of January to June and July to December, by a multi-
disciplinary team of Railway Officers.
The basic purpose of such audits is to identify areas requiring
attention in asset maintenance, safety procedures etc. and to suggest
remedial measures.
On Indian Railways, the expenditure on Safety related activities
has increased over the years as under:-

stakeholders to control the rush in overcrowded local trains.
1. Awareness and sensitization campaigns are conducted by RPF.
2. Visiting of vulnerable spots by the divisional level committee for
remedial measures.
3. Frequent announcement at railway stations through Loud
Hailers as well as through Public Announcement systems are
made.
4. CCTV surveillance systems are being regularly monitored to
control rush and prevent trespassing in station areas.
5. Legal action is taken against Persons travelling on door/roof or
at restricted places.
