GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP LOK SABHA UNSTARRED QUESTION NO. 5852 ANSWERED ON 30.03.2026 JSS SCHEME IN ASSAM 5852. SHRI PARIMAL SUKLABAIDYA: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the details of Jan Shikshan Sansthans (JSS) sanctioned and operational in the country, State/UT-wise including district-wise in Assam, particularly in Cachar district; (b) the total number of candidates trained and certified under the said scheme, category- wise (women, SC/ST, minorities, rural youth and other marginalised groups) during the last three years and the current year in the said State; (c) the details of skill trades and vocational training programmes offered including industry linkages and placement records under the said scheme in the said State; (d) the details of funds allocated and utilised under the said scheme in Assam during the said period, year-wise; and (e) whether the Government has conducted any third-party evaluation or impact assessment to measure employment generation, income enhancement and socio-economic empowerment under the said scheme in the said State and district and if so, the details and findings thereof? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (c) The Jan Shikshan Sansthan (JSS) Scheme under the Skill India Programme aims to provide skill training in a non-formal mode at the doorsteps of the beneficiary with 100% grant from the Government of India. The objective of the scheme is to increase the household income by promoting self/wage employment through skill development training. The target beneficiaries of the scheme are non-literates, persons having rudimentary level of education and school dropouts up to class 12th in the age group of 15-45 years. The priority groups are women (83%), SCs, STs, OBCs and minorities in the rural areas and urban low-income areas. At present, there are 294 JSSs functional out of which 6 JSSs are operational in Assam including one JSS is operational in Cachar district of Assam. The details of same is given at Annexure-I. The total number of candidates trained and certified under the said scheme, category-wise (women, SC/ST, minorities, rural youth and other marginalised groups) during the last three years and the current year in the state of Assam is given at Annexure-II and details of courses offered under the JSS Scheme is attached at Annexure-III.(d) The details of funds released in the state of Assam under the Jan ShikshanSansthan scheme from FY 2022-23 to 31st December,2025 is given at Annexure-IV. (e) Yes, Sir. A Third-Party Evaluation of the Jan ShikshanSansthan (JSS) Scheme for the period 2021–2026 was conducted by the ArunJaitley National Institute of Financial Management (AJNIFM) in 2025, which indicates a positive impact on employment and income levels of beneficiaries. The evaluation found that about 82% of trained beneficiaries became gainfully engaged within six months of completing training, while around 90% reported utilising the acquired skills for income-generating activities. Further, the study recorded a significant increase in the average monthly income of beneficiaries and also reported enhanced confidence, digital literacy, financial literacy, and preparedness for livelihood opportunities.
