Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) whether the Khadi and Village Industries Commission (KVIC) has been organizing 'Khadi
Rozgar Utsav' programmes for the distribution of machines and toolkits to artisans and if so, the
details thereof;
(b) whether the Government proposes to organize similar programmes in Maharashtra and if so,
the details thereof;
(c) the number of artisans, weavers and other beneficiaries in Maharashtra who have been
provided machines, toolkits and other assistance under the schemes of KVIC during the last three
years and the current year, district-wise;
(d) whether any special measures have been taken to promote employment and entrepreneurship
among traditional artisans, women and youth in Vidarbha, Marathwada and the tribal areas of
Maharashtra and if so, the details thereof; and
(e) the funds allocated and utilized for KVIC programmes in Maharashtra during the last three
years and the current year?

(a) & (b): Under the Gramodyog Vikas Yojana (GVY), the Khadi and Village Industries
Commission (KVIC) imparts skill training to rural and traditional artisans in various village
industries and also provides toolkits to enhance their productivity. As part of these initiatives, Khadi
Rojgar Utsav Programmes has been organized by KVIC at Nasik and Wardha during FY 2025-2026
to distribute toolkits to rural artisans.
(c): KVIC implements various KVI schemes and programmes for the development of Khadi and
Village Industries across the country including in the State of Maharashtra.
Under the Khadi Vikas Yojana (KVY), the Modified Market Development Assistance
(MMDA) component provides financial assistance to eligible Khadi artisans, while the
Workshed Scheme for Khadi Artisans provides financial assistance for the construction of
individual and group worksheds. Under the MMDA component, 400 artisans were benefited
in 2023–24, 519 artisans in 2024–25, and 360 artisans in 2025–26. Further, under the
Workshed Scheme for Khadi Artisans, 40 artisans were benefited in 2024–25 and 30 artisans
in 2025–26.: 2 :
Under Gramodyog Vikas Yojana (GVY), the district-wise number of artisans benefitted in
Maharashtra State during the last three years and current year are given at Annexure-I.
(d): The Ministry of MSME implements various schemes across the country, including Vidarbha,
Marathwada and the tribal areas of Maharashtra, to promote employment and entrepreneurship
among traditional artisans, women and youth. These schemes provide skill training, financial
assistance, modern tools and equipment, marketing support and handholding support to facilitate
self-employment and sustainable livelihood opportunities.
Skill training is provided to artisans and unemployed youth under various trades, including
Khadi spinning and weaving, bee-keeping, food processing, tailoring, embroidery, pottery,
agarbatti and candle making, and other village industries as well as to the artisans and
craftspeople engaged in 18 traditional trades, including carpentry, blacksmithy, goldsmithy,
masonry, barbering and fishing net making etc.
Financial support is also provided through PMEGP and PM Vishwakarma to promote self-
employment and entrepreneurship. Under PMEGP, Margin Money subsidy of up to 35% of
the project cost is provided for eligible beneficiaries, with higher subsidy for Special
Categories as per Scheme guidelines. Under PM Vishwakarma, collateral-free Enterprise
Development Loans of up to ₹3 lakh are provided in two tranches at a concessional interest
rate of 5%.
Marketing support, including quality certification, branding, onboarding on e-commerce
platforms such as GeM, advertising, publicity, exhibitions and buyer-seller meets, is provided
to enhance market access and business opportunities for artisans and entrepreneurs.
(e): State-wise funds are not allocated under KVIC programmes, however, a fund of Rs.2402.99
lakh was utilized in the State of Maharashtra during the last three years and current year under
various KVI activities.
