Parliament Question: Lack of All Weather Roads in Uttar Pradesh

Shri Jitendra Kumar Dohare: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether several revenue villages and hamlets are still deprived of all-weather road facilities in various rural areas of the Etawah Lok Sabha constituency in Uttar Pradesh despite having road connectivity under the Pradhan Mantri Gram Sadak Yojana (PMGSY), if so, the details thereof; (b) whether the Government proposes to conduct a survey of such deprived villages and connect them in a phased manner under PMGSY or any other Central scheme; and (c) if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): The Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched as a one-time special intervention to provide single all-weather road connectivity to eligible unconnected habitations of designated population sizes. The primary unit for providing connectivity under the Pradhan Mantri Gram Sadak Yojana (PMGSY) is an 'Unconnected Habitation' (a cluster of population). Accordingly, single all-weather road connectivity under PMGSY is planned and executed to provide access to eligible, previously unconnected habitations as per the prescribed population criteria and scheme guidelines. As per the PMGSY Programme Guidelines, habitations situated within 500 metres of an all-weather road in plain areas including Page 1 of 3those in Uttar Pradesh are deemed to be connected and do not qualify for separate road connectivity under the scheme. As per data available on the Online Management, Monitoring and Accounting System (OMMAS), a total of 189 roads spanning a length of 589 km have been sanctioned for the districts/constituency components falling under the Etawah Lok Sabha Constituency. Out of these, 188 roads measuring 573 km have been completed, leaving a balance of only 1 road of 4 km length. (b) & (c): The Union Cabinet approved Pradhan Mantri Gram Sadak Yojana-IV (PMGSY-IV), for implementation during FY 2024–25 to FY 2028–29 with the target to provide all-weather road connectivity (construction of 62,500 km of roads) to 25,000 eligible unconnected habitations across the country with a total outlay of Rs.70,125 crore. There is no separate state-wise target under PMGSY-IV. The eligibility criteria of the habitations to be provided connectivity under PMGSY-IV based on population norms of Census 2011 are as follows: i. Habitations with a population of 500 and above in plains, ii. Habitations with a population of 250 and above in Special Category States (Arunachal Pradesh, Assam, Ladakh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Himachal Pradesh, Jammu Kashmir and Uttarakhand), Special Category Areas [Tribal Schedule-V Areas, Desert Areas, Aspirational Blocks/ Districts and Hilly areas as notified by the respective State Government (cross slope more than 25% gradient and the elevation is more than 600 metres from the Mean Sea Level)] and Page 2 of 3iii. Habitations with a population of 100 and above in LWE affected Districts including Legacy & Thrust Districts identified by MHA from time to time. The identification and GIS-mapping of eligible unconnected habitations under PMGSY-IV have been carried out by States and Union Territories, including Uttar Pradesh, through the designated survey process utilizing the Gram Sadak Survey App, PM Gati Shakti Spatial Planning Platform and verification on OMMAS. Eligible unconnected habitations identified during this process—including those falling under the Etawah Lok Sabha constituency—are considered for sanction in a phased manner in accordance with programme guidelines, availability of funds, and approval by the competent authority. Under PMGSY-IV, a meeting of Empowered Committee (EC) of the Ministry of Rural Development was held on 20.07.2026 to consider project proposals submitted by the State of Uttar Pradesh. ***** Page 3 of 3
