Parliament Question: Land Allotment to Oil Marketing Companies in NCR

LOK SABHA UNSTARRED QUESTION NO. 6333 TO BE ANSWERED ON 2nd APRIL, 2026 LAND ALLOTMENT TO OIL MARKETING COMPANIES IN NCR

Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:

(a) the details of land allotted since 2010 by HUDA, now HSVP to Oil Marketing Companies

(OMCs) for development of petrol pumps/CNG stations in Haryana, year-wise and location-wise;

(b) the details of the number of petrol pump dealerships developed and commissioned by OMCs in Haryana since 2010, applicant-wise and category-wise along with the date of allotment and present operational status;

(c) the number of Letters of Intent (LoIs) issued for retail outlet dealerships in Haryana/NCR during 2010-2014 and subsequently cancelled after selection, along with applicant details and reasons for cancellation;

(d) the number of SC/ST candidates, including those under the Corpus Fund Scheme of the Ministry, who have been allotted petrol pumps in Haryana during the last fifteen years, year-wise;

(e) the number of applicants under the Corpus Fund Scheme presently awaiting allotment of petrol pump dealerships in Delhi/NCR, along with their current status; and

(f) the number of kerosene dealers in Delhi/NCR who have been allotted petrol/CNG retail outlets by OMCs? (a) Year/location-wise details of land allotted since 2010 by HUDA, now HSVP, to Public Sector Oil Marketing Companies (OMCs) for development of petrol pumps/CNG stations in Haryana are given in Annexure.

(b) Public Sector OMCs have commissioned 2558 petrol pump in Haryana since 2010 (till Feb,

2026) out of which 58 petrol pumps are non-operational. (c) Public Sector OMCs had issued 88 Letters of Intent (LOIs) for retail outlet dealershipsin Haryana/NCR during 2010-2014 that were subsequently cancelled due to LOI holder not interested, non-compliance of LOI conditions, land related issues, rejection of NOC/statutory approvals, established complaints etc.

(d) Year-wise number of petrol pumps allotted (commissioned) by Public Sector OMCs to SC/ST candidates including Corpus Fund Scheme candidatesin Haryana during the last fifteen years, are

(e) Public Sector OMCs have informed that there are 573 applicants (LOI holders) under the Corpus Fund Scheme presently awaiting allotment (commissioning) of petrol pump dealerships in Delhi/NCR owing to non-availability of land, pending NOC, court cases, pending reconstitution/resitement etc.

(f) Public Sector OMCs have not allotted petrol/CNG outlets to kerosene dealers in Delhi/NCR. ****Annexure Annexure referred to in reply to part (a) of Lok Sabha Unstarred Question no. 6333 for
