LEGACY WASTE REMEDIATION UNDER SBM 2.0
NO. 73. SHRI ARUN BHARTI:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government has approved/sanctioned the Legacy Waste
Remediation project for Jamui dumping ground under Swachh Bharat
Mission - Urban 2.0 (SBM 2.0) during the financial year 2025–26 and if so,
the status thereof along with the timeline fixed in this regard;
(b) the physical and financial progress of construction of Community Toilets
(CTs) and Public Toilets (PTs) in Jamui markets as on January 1, 2026;
(c) the details of the funds released and utilised for procurement of
mechanised sweeping machines for Jamui Municipality during the
financial year 2025–26;
(d) whether any shortfall has been identified in door-to-door solid waste
collection coverage in Jhajha town and if so, the remedial measures
taken/proposed to be taken along with the timeline fixed for the same;
and
(e) whether any new approvals are proposed for a Waste-to-Energy plant on
a pilot basis in Jamui during the financial year 2026–27 and if so, the
details thereof?
ANSWER

(a): As per information received from State of Bihar, remediation of
Jamui dumping ground is under progress and 70% of waste at the site
has already been remediated and remaining work shall be completed in
early part of 2026.
(b) : Under SBM-U 2.0, Central Share of funds are released to the
States/UTs as per their action plan and not to any
municipalities/ULBs/markets directly. In the State of Bihar, so far
4,04,544 Individual Household Latrines (IHHLs) have been constructed
against mission target of 3,83,079 IHHLs and 28,677 Community
Toilets/Public Toilets (CT/PTs) seats have been constructed against the
mission target of 26,439 CT/PTs. Further, under SBM-U 2.0, the action
plans for construction of 32,986 units of IHHLs, 2,989 seats of Public
Toilets, 2,345 seats of Community Toilets, 224 seats of Aspirational
Toilets and 3,459 standalone urinals having central share of ₹52.98
crores have been approved for the State of Bihar.

(c) : Under SBM - Urban 2.0, 152 Towns (NCAP) cities - having > 5 lakh

procurement of Mechanized Road Sweepers (MRSs). Therefore, Jamui is
not eligible for central share funding for procurement of MRSs.
(d) : As per the 7th schedule of the constitution, sanitation is a State
subject. It is the responsibility of State/ULBs to assess the shortfall,
plan, design, execute and operate sanitation projects in the urban areas.
(e) MoHUA has not received any proposal for setting up Waste-to-
Energy plant in Jamui during financial year 2026-27 from the State.
