LENGTH OF RURAL ROADS UNDER PMGSY IN KERALA
3347 Smt. P. T. Usha:
Will the Minister of Rural Development be pleased to state:
(a) the total length of rural roads sanctioned in the State of Kerala under the Pradhan Mantri
Gram Sadak Yojana (PMGSY) during the last five years, district-wise;
(b) the number and length of road works completed and the number and length of works
pending, district-wise; and
(c) the reasons for delay in completion of pending works, if any and the steps taken by
Government to expedite their completion?
ANSWER

(a): A total of 1421.068 km of road length has been sanctioned under various verticals of
PMGSY in the state of Kerala during the last five years. The district-wise details are annexed at
Annexure-I.
(b): A total of 126 roads with 932.981 km of length have been completed during last five
years and 158 road with 480.963 km of length is pending to be completed. The district-wise
details are annexed at Annexure-II.
(c): The reasons for delay in completion of some projects are delay in award of projects by
the State, parallel works under Jal Jeevan Mission/Water Supply or such, causing interruptions,
sanctioning of works with Mechanical Surface Dressing (MSD) technology, delay in forest
clearance, delay in award of works, financial capability of states to release funds on time and
climatic conditions during monsoon season and so on.
State Governments/UT administrations are advised through various Regional Review
Meetings, Performance Review Committee meetings & Empowered Committee meetings being
conducted with the States/UTs to expedite timely completion of road works under PMGSY and
sort out any bottlenecks coming in the way. Necessary hand-holding of the States/UTs is also
being done through various workshops being organized in the States as well as by holding inter-
departmental meetings, etc. The following steps in this regard have been taken by the Ministry:
i. States/UTs have been requested to augment executing capacity and contracting capacity
and their compliance in this regard is regularly reviewed.
ii. Bidding document provisions have been rationalized.
iii. Training is imparted to field engineers and contractors as well as their staff for capacity
building.
iv. Regular and structured review of physical & financial parameters is conducted at regular
interval in various zones for a cluster of states of that zone.
