SHRI LAXMIKANT PAPPU NISHAD: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री be pleased to State: (a) whether any loan or subsidy-based schemes being implemented by the Government for the purchase of buffaloes/milch animals to strengthen the livelihood of rural and economically weaker livestock farmers in Uttar Pradesh and if so, the details thereof; (b) the number of livestock farmers provided loans/subsidies under the scheme in Uttar Pradesh during the last five years, year-wise; (c) the details regarding the number of benefited livestock farmers in Sant Kabir Nagar, Ambedkar Nagar and Gorakhpur districts in Uttar Pradesh during the last five years, year-wise; (d) the total number of applications rejected in the State along with the major reasons for such rejection during the said period; (e) whether any grievance redressal mechanism exists by the Government to address complaints regarding loan sanction or rejection, if so, the details of the complaints redressed; and (f) whether the Government proposes to make the data beneficiaries and rejections public, if so, the details thereof, district-wise? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) to (c) In order to supplement the efforts made by the States and Union Territories to strengthen the livelihood of rural and economically weaker livestock farmers the Department of Animal Husbandry and Dairying, Government of India is implementing following loans or subsidy based schemes/components: (i) Animal Husbandry Infrastructure Development Fund (AHIDF) to facilitate incentivisation of investments to establish (i) Dairy processing and product diversification infrastructure, (ii) Meat processing and product diversification infrastructure and (iii) Animal Feed Plant (iv) Breed Improvement Technology and Breed Multiplication Farm, (v) Veterinary Vaccine and Drugs production facilities, (vi) Animal waste to wealth management (Agri-waste Management). Keeping in view of the success of AHIDF, the erstwhile Dairy Processing Infrastructure Development Fund has been subsumed with the AHIDF on 01.02.2024. Nowtotal size of the fund is Rs 29110 cr. The details of the projects sanctioned for implementation in Uttar Pradesh under the scheme is given at Annexure-I (ii) Under National Livestock Mission the Entrepreneurship Development Programme (NLM-EDP) is a key component under which 50% capital subsidy with a ceiling for various components that ranges from Rs 3 lakh to Rs 50 lakh, for the establishment of rural poultry breeding farms, as well as breeding farms for sheep, goats, pigs, camels, horses, and donkeys. Additionally, it supports fodder value-addition units, including hay, silage, Total Mixed Ration (TMR), fodder blocks, and units for processing, grading, and storing fodder seeds. This subsidy is available to individuals, Farmer Producer Organizations (FPOs), Self-Help Groups (SHGs), Joint Liability Groups (JLGs), Farmer Cooperative Organizations (FCOs), and Section 8 companies. A total of 158 livestock farmers have been benefitted under NLM-EDP scheme in Uttar Pradesh during the last 5 years. District wise details is given at Annexure-II. (iii) Under the component of establishment of Breed Multiplication Farm (BMF) Department has sanctioned 132 Breed Multiplication Farms against the targets of establishment of 125 breed multiplication farms across the country including 7 BMF sanctioned in Uttar Pradesh at Amroha, Lucknow, Gautam Buddha Nagar, Jalaun, Saharanpur and Bareilly. Component has been discontinued under revised Rashtriya Gokul Mission (d) to (f) In order to maintain full transparency and facilitate beneficiaries/ applicant the complete process of application upto approval of the projects is online and is available on the portals created for this purpose.
