LPG Supply under PMUY in Uttar Pradesh

Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:
(a) the details of the number of families provided with Liquefied Petroleum Gas (LPG)
connections under the Pradhan Mantri Ujjwala Yojana (PMUY) across the country and in
Uttar Pradesh and the number of beneficiaries currently using LPG cylinders regularly;
(b) whether the Government has assessed that poor families are reverting to traditional fuels
due to the rising prices of gas cylinders, if so, the details thereof along with the corrective
measures taken by the Government in this regard;
(c) the details of the number of LPG distribution centres in the Purvanchal region, including
Deoria and Ballia districts, along with the steps taken to ensure timely supply to rural
consumers; and
(d) whether the Government is considering establishing a permanent mechanism to provide
regular supply of LPG at affordable prices to the beneficiaries of Ujjwala Yojana, if so, the
details thereof?

(a) to (d): Pradhan Mantri Ujjwala Yojana (PMUY) was launched in May, 2016 with an
objective to provide deposit free LPG connection to adult women from poor households
across the country. As on 01.07.2026, there were about 10.58 crore PMUY connections. India
imports majority of its LPG requirement & LPG prices in the country are based on Saudi CP.
The average Saudi CP (the international benchmark for LPG pricing) rose upto US$ 780/MT
in April and May 2026. In June 2026, as the Saudi CP rose further to US$ 796/MT
(excluding premium), the Market Determined Price (MDP) of a 14.2 kg domestic LPG
cylinder went upto Rs. 1,695 per 14.2 Kg cylinder.The Retail Selling Price of domestic LPG is being maintained at Rs. 942 per 14.2 Kg cylinder
since June 2026, which carried an implicit subsidy (under-recovery) of more than Rs 700 per
14.2 Kg cylinder in June 2026 and Rs 500 per cylinder during July 2026. Even for the month
of August 2026, the RSP carries an implicit subsidy of Rs. 188 per cylinder. For more than
10.5 crore PMUY consumers, the effective price is only Rs. 642 per cylinder (Delhi), after a
targeted subsidy of Rs. 300 per cylinder.
Government have been ensuring availability of domestic LPG at affordable prices to
households in the country for which Government have paid to the OMCs compensation of
Rs. 22,000 crore in FY 2022-23 and paying Rs. 30,000 crore during FY 2025-26 and FY
2026-27. Even after the payment of this compensation, accumulated under-recoveries of the
PSU OMCs on domestic LPG were more than Rs 51,000 crores as of 30th June 2026 itself.
To further improve availability through last-mile delivery in remote & rural habitations,
several measures have been taken, including commissioning of rural and remote-area
distributorships, appointment of Common Service Center - Village Level Entrepreneur (CSC
VLEs), availability of various electronic options for booking and tracking.
Purvanchal region of Uttar Pradesh covers the districts of Varanasi, Ghazipur, Chandauli,
Jaunpur, Bhadohi, Mirzapur, Sonbhadra, Mau, Azamgarh, Ballia, Deoria, Kushi Nagar,
Gorakhpur, Maharajganj, Sant Kabir Nagar, Basti, Siddharth Nagar, Prayagraj, Pratapgarh,
Fatehpur and Kaushambi. The district-wise total number of LPG distributors and number of
distributors catering to rural areas in Purvanchal region including Ballia and Deoria is as at
Annexure-A.
