Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state:
(a) whether a majority of mobile handsets used in the country including those sold in Maharashtra are
now manufactured domestically and if so, the details of domestic production levels and Maharashtra’s
specific share in manufacturing and assembly;
(b) whether the Government has examined recent studies including those based on Annual Survey of
Industries (ASI) 2025 data, highlighting that while mobile phone assembly has expanded rapidly, the
level of real domestic value addition particularly in Maharashtra’s electronics clusters remains
relatively limited and if so, the details thereof;
(c) whether the Government has taken note of reports that only a small proportion of high-end devices
such as Apple iPhones are manufactured in the country including in Maharashtra-based facilities,
despite higher localisation expectations under Make in India and the Production Linked Incentive (PLI)
Scheme, if so, the details thereof; and
(d) whether Government proposes new or revised policy interventions to promote deeper component
manufacturing, supply-chain development and value addition in Maharashtra’s mobile handset industry
and if so, the details thereof?

(a) to (d): The policies of Government of India are driven by Hon’ble Prime Minister’s vision of
Make in India and Atmanirbhar Bharat. It aims at building a complete ecosystem for the electronics
sector.
We started our electronics journey with the initial focus on manufacturing finished products in the
country and then developing modules. The focus is now on developing the sub-
modules/components and further raw materials, tools and machineries that go into manufacturing
it.As part of this approach, Government of India has taken several strategic initiatives to increase the
electronics production in the country.
The mobile phone production and export in India has also expanded significantly in the last 11
years. This growth is visible in the following statistics:

This transformation has happened through the Government's electronics manufacturing strategy.
Many initiatives have been undertaken in the last 11 years. These include:
• Production linked incentives (PLI) for large scale electronics manufacturing.
• Production linked incentives (PLI) for IT hardware.
• Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors
(SPECS)
• Public Procurement (Preference to Make in India) Order 2017 to prioritize domestically
manufactured products in public procurement
• Reforms in taxation including rationalization of tariff structure, exemption on basic custom
duty on capital goods, etc.
• Allowing 100% FDI in electronics manufacturing, subject to applicable laws / regulations

India has emerged as a 2nd largest manufacturer of mobile handsets in the world and has reached
self-reliance in mobile manufacturing.
At this stage, ~99.2% of mobile handsets being sold in India are ‘Made in India’ from FY 2014-
15.when around 74% of mobile phones sold in India were imported.
Electronics Manufacturing Clusters SchemeGovernment of India launched Electronics Manufacturing Clusters (EMC) scheme to provide
world class infrastructure for electronics manufacturing. The scheme aims to provide land, power,
common facilities and amenities, including Ready Built Factory (RBF) sheds / Plug and Play
facilities.
Under EMC 2.0, one greenfield EMC has been approved at Ranjangaon, Pune with project cost of
Rs 492.85 Cr covering an area of 297 acres. Projected investment in the EMC is about Rs. 2
thousand Cr.
Currently, in this cluster two anchor units are manufacturing consumer appliances and its
associated components.
Electronics Components Manufacturing Scheme (ECMS)
To further deepen value addition in electronics manufacturing, Government of India launched
Electronics Components Manufacturing Scheme (ECMS).
It aims to support manufacturing of components such as Printed Circuit Boards, passive
components, electro-mechanical components, sub-assemblies, camera module, optical
transceivers, and capital goods needed to manufacture electronics goods.
The scheme envisages to develop the component supply chain ecosystem and generate
employment of 91,600 persons during its tenure.
The scheme has received unprecedented response from the industry. Against the target investment
of Rs. 59,350 crores, industry has submitted applications for projects having investment value of
Rs. 1.15 lakh crores.
Government has approved 24 applications so far under this scheme with projected investment of
INR 12,704 Crore and direct employment generation of 17,003 persons.
Out of these 24 approved applications, three (3) applications have been approved for state of
Maharashtra with projected investment of INR 1,122 crores and direct employment generation of
1,583 persons. The details of the same are placed at Annexure-I.
Government had invited applications from industry for participating in the ECMS scheme which
is pan India in nature.
Location of the manufacturing units is decided by the industry, keeping in view the supporting
policy and other ease of doing business measures implemented by the State Government.
As a result of these efforts, the Domestic Value Addition in mobile phone manufacturing has also
increased gradually in India.Various parts of mobile phones such as enclosures, battery, chargers, display modules, camera
modules etc. are gradually getting localised in India in the supply chains of various mobile
companies.
