GOVERNMENT OF INDIA MINISTRY OF CHEMICALS & FERTILIZERS DEPARTMENT OF FERTILIZERS LOK SABHA STARRED QUESTION NO. 318 TO BE ANSWERED ON: 13.03.2026 Market Development Assistance for Organic Fertilizers 318: SHRI ANANTA NAYAK SHRI BIDYUT BARAN MAHATO Will the Minister of CHEMICALS & FERTILIZERS be pleased to state: (a) the progress achieved under the Market Development Assistance (MDA) scheme for organic fertilizers produced from GOBARdhan and Compressed Biogas (CBG) Plants, State/UT-wise including the Keonjhar Lok Sabha Constituency of Odisha; (b) the total production volume of organic fertilisers promoted under the said scheme including details of plants operational therein, State-wise including the said Constituency; (c) the measures taken to facilitate marketing, branding, and offtake of organic fertilisers produced from GOBARdhan and CBG Plants; (d) whether the Government has made any assessment regarding the impact of the MDA scheme on adoption of organic fertilisers by farmers and reduction in usage of chemical fertilisers, if so, the details and findings thereof, State-wise including the said Constituency; and (e) the steps taken/proposed to be taken to expand GOBARdhan and CBG-based organic fertiliser production and utilization in the country, including support for peri- urban regions? ANSWER THE MINISTER OF CHEMICALS AND FERTILIZERS (JAGAT PRAKASH NADDA) (a) to (e) A statement is laid on the table of the House. 1 | PageSTATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 318 FOR 13.03.2026 REGARDING MARKET DEVELOPMENT ASSISTANCE FOR ORGANIC FERTILIZERS. (a) The Government has approved the Market Development Assistance (MDA) @ ₹ 1500/MT to promote organic carbon enhancers i.e., Fermented Organic Fertilizers (FOM) and Liquid FOM; and organic fertilizer i.e., Phosphate Rich Organic Manure (PROM), produced at plants under the Galvanizing Organic Bio-Agro Resources Dhan (GOBARdhan) initiative, covering different biogas/CBG plants. Under the scheme, 120 CBG/BG plants have been registered on Integrated Fertilizer Management System (iFMS) portal as on 04.03.2026 for sale of FOM/LFOM/PROM. Year-wise, product- wise sale of FOM/LFOM/PROM and MDA released is at Annexure-I. As per the iFMS portal report, there is no plant registered from the State of Odisha for sale of FOM/LFOM/PROM under the MDA scheme. (b) The State-wise and year-wise production of FOM/LFOM/PROM under MDA Scheme is at Annexure-II. (c) to (e) All Fertilizer Marketing Companies (FMCs) are encouraged to enter into MoU with CBG operators in their catchment area for marketing of FOM/LFOM/PROM. So far, FMCs have signed 44 MoUs with CBG units for marketing of FOM/LFOM/PROM. Since the Scheme of MDA is culminating this year, the Scheme is under evaluation by NITI Aayog. Department has approved a project on “Awareness about FOM/LFOM amongst farmers and conducting FOM demonstrations/pilot study at KVK farm and farmer’s field” by Indian Council of Agricultural Research (ICAR) for a period of two years w.e.f. 29.11.2024 for a sum of Rs.11.79 crore. 2 | PageFertilizer companies were directed by Department of Fertilizers to conduct Kisan Sangoshthis for extensive field interaction with farmers, local farmer cooperatives, panchayats etc. 24 Fertilizer Marketing Companies (FMCs) conducted 17,108 Camps/Kisan Sangoshthis across the Country during February 2025 to February, 2026. Out of 17,108, 467 camps/Kisan Sangoshthis were conducted in the State of Odisha including 11 in Keonjhar. Camps/Kisan Sangoshtis are being organised for promotion of FOM/LFOM/PROM by the Fertilizer companies. This initiative focuses on critical areas such as balanced use of fertilizers, integrated nutrient management (INM), promotion of organic farming, and soil health improvement. Awareness activities for farmers include demonstrations on the application of FOM, LFOM, PROM, PDM, and City Compost across various crops. These camps also feature technical sessions on appropriate fertilizer dosages, crop-specific application techniques, and the benefits of organic inputs.
