(a) the details of the number of narcotics seizures, arrests and destruction
of illicit crops carried out by central agencies such as NCB, BSF and State
police during the last five years, State-wise and year-wise;
(b) the details of the number of beneficiaries availing treatment or
counselling services under Government-supported de-addiction
programmes, State-wise and year-wise;
(c) the details of the measures taken to strengthen enforcement under the
National “Zero Tolerance” Drug Policy, including increased border
surveillance and interdiction efforts;
(d) the steps taken to empower local police, BSF and enforcement agencies
with modern surveillance tools such as drones, AI-based scanners, and
forensic drug detection kits; and
(e) whether the Government is considering to launch a nationwide School
and University Anti-Drug Education Curriculum in collaboration with the
Ministry of Education and CBSE/UGC, if so, the details thereof?

(a) As per latest data published by National Crime Record Bureau (NCRB)
pertaining to the year 2022; State-wise and year-wise details of seizures and
arrests made under the Narcotic Drugs and Psychotropic Substances Act
during 2018 to 2022 is at Annexure-I & II respectively. State-wise and year-
wise details of illicit opium poppy and cannabis cultivation destroyed during
2020 to 2024 is at Annexure-III.
(b) Ministry of Health and Family Welfare and Ministry of Social Justice
and Empowerment is implementing Drug De-addiction Program for providing
treatment and counselling for substance use disorders. The details of the
number of beneficiaries availing treatment or counselling services under
Government-supported de-addiction programmes is at Annexure-IV.
(c)to(e)The Government has adopted a policy of zero tolerance against
Narcotic Drugs. The action taken by the Government to effectively control
drug trafficking are as under: -
(i) Constituted a 4-tier Narco-Coordination Centre (NCORD) mechanism
which enables coordination among Central and State agencies.
(ii) Anti-Narcotics Task Force (ANTF) has been established in all
States/UTs, which also serves as NCORD secretariats for local enforcement.-3-

(iii) A Joint Coordination Committee (JCC) has been set up under the
Director General, Narcotics Control Bureau (NCB) to oversee significant
drug seizure investigations.
(iv) Border Guarding Forces and Railway Protection Force are empowered
under the NDPS Act for enforcement at borders and rail routes.
(v) NCB collaborates with other agencies like Navy, Coast Guard, Border
Security Force, and State ANTFs to carry out joint anti-drug operations.
(vi) Electronic scanning of consignments at ports is being implemented to
detect drugs.
(vii) NCB regularly trains officers of Drug Law Enforcement Agencies
(DLEAs).
(viii) National Integrated Database on Arrested Narco-Offenders (NIDAAN)
portal has been launched to support investigations and proactive policing.
(ix) Madak-Padarth Nished Asoochna Kendra (MANAS)- A 24x7 toll-free
helpline (1933) has been established to report drug-related issues via calls,
SMS, chatbot, email, or web.
(x) NCB holds high-level talks with neighboring countries like Myanmar,
Iran, Bangladesh and other countries for active information exchange and
investigative cooperation to combat international drug trafficking.-4-

(xi) Under the scheme Assistance to States/ UTs for narcotics control,
financial grant is being provided to States/ UTs for enhancing their
capacities to fight drug menace in the State.
(xii) Integrated surveillance technology equipped with CCTV/ PTZ cameras,
IR sensors and infrared alarm with command and control system have also
been installed at vulnerable patches of the international border.
(xiii) Anti-Drone system alongwith trained operators have been deployed
along Indo-Pakistan border to counter the drone threats and their use in
attempts to smuggle drugs.
(xiv) Central Board of Secondary Education (CBSE) has taken cognizance of
drug abuse in schools and initiated various measures for anti-drug
education in schools, child safety measures like activities to prevent use of
harmful substances etc., workshops, in class lessons, counselling and
awareness sessions for students, staff and parents, referral mechanism for
therapeutic counselling, appointment of full time counsellor and wellness
teacher, observation of international anti-drug days, participation in Nasha
Mukt Bharat Abhiyaan etc.
