Shri Sudama Prasad: Shri Raja Ram Singh: Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) whether the Government is aware that, as per the Census of India-2011, literacy among Scheduled Tribes stands at about 59 per cent and that States such as Odisha, Rajasthan, Bihar and Uttar Pradesh continue to record comparatively lower tribal literacy levels and if so, the details thereof; (b) the measures taken by the Government during the last five years to increase participation, enrolment, retention and completion rates among tribal students, particularly in remote and left- behind areas; (c) the number of dedicated tribal schools, including Eklavya Model Residential Schools and other residential/day schools, set up or made functional in remote tribal areas during the last five years, State-wise; and (d) the details of scholarships and other targeted financial assistance schemes provided to tribal students during the last five years, indicating number of beneficiaries and funds released thereunder, State/UT-wise? ANSWER MINISTER OF STATE FOR TRIBAL AFFAIRS (SHRI DURGADAS UIKEY) (a): The Literacy Rate of India increased from 8.53 percent in 1961 to 58.96 percent in 2011 for STs as per Census 2011. While the corresponding increase of the total population was from 28.30 percent in 1961 to 72.99 percent in 2011.The Literacy Rate increased by 11.86 percentage points from 2001 to 2011 for STs and 8.15 percentage points for total population during the same period. In counting literate population, the population for 0-6 age group is excluded. These schools focus on providing quality education at the upper primary and secondary levels. The setup of EMRS required provision of 15 acres of land free from all encumbrances to be provided by the state Government for creating a conducive environment for imparting quality education and provisioning of infrastructure towards sports & extra-curricular activities. Facilities in the school include state-of-the-art classrooms; fully equipped science labs, computer labs, math’s lab; library; administrative facilities for Principal and Staff; toilet and drinking water facility; sports and games facilities (indoor and outdoor). Other facilities include Hostels for boys and girls, kitchen & dining hall and residential quarters for teaching and non-teaching staff, etc. are also provided. The criteria of 15 acre have however been relaxed on case-to-case basis subsequently. As on 31.01.2026, the construction of 400 buildings has been completed, 323 are under construction (266 work in progress and 57 under pre-construction stage). To ensure their equitable access to quality education and holistic development for tribal students following facilities are also being provided in these schools: - 1. Educational Infrastructure: o Well-equipped classrooms with modern teaching aids. o Science and computer laboratories. o Libraries with diverse learning resources. 2. Accommodation and Amenities: o Residential facilities for students and staff. o Separate hostels for boys and girls with essential amenities like bedding, furniture, and hygiene facilities. 3. Sports and Extracurricular Facilities: o Playgrounds and sports equipment. o Facilities for extracurricular activities like music, art, and sports 4. Health and Nutrition:o Regular health check-ups and medical facilities. 5. IT and Digital Learning: o Smart classrooms for digital education. o Computer labs with internet access. 6. Vocational Training: o Skill development and vocational training programs to enhance employability. 7. NESTS has also recruited teaching and non-teaching staff for EMRSs through the centralized all India recruitment exam ESSE – 2023. Since, these staff are selected through open examination, best quality teachers have been selected to teach in these schools. A total of 7083 teaching staff has been selected through ESSE-2023. In addition to the direct recruitment, NESTS also has advised State Governments to depute staff on deputation. Further, State EMRS Societies are engaging guest teachers against vacancies, and non-teaching staff on outsourcing basis/local engagement, so that academic activities are not hampered. Further, recruitment under ESSE-2025 is under process. Further, to ensure good academic performance, the following measures have been taken:  Student-Centric Academic Support: Bridge courses, remedial classes, and academic mentoring are provided to support students with learning gaps and ensure smooth transition across grades.  Focus on Holistic Development: EMRSs emphasize the integration of co- curricular activities, sports, and life skills education to foster all-round development and keep students engaged.  Career Guidance and Competitive Exam Preparation: Career counselling sessions are conducted to provide clarity on higher education and career paths. Special coaching programs like NEET/JEE preparation in partnership with reputed institutions are being provided to Class XI & XII students.  Skill Development and Vocational Exposure: Skill labs have been established in many EMRSs in the state, offering hands-on training in vocational trades such as Apparel, Automotive, AR/VR, AI, Beauty & Wellness, Agriculture, Electronics, and Retail.  Availability of Qualified Teachers: NESTS has recruited well-qualified and trained teachers for EMRSs, who deliver quality education and provide academic support to enhance student learning outcomes.  Well-Equipped Infrastructure and Facilities: Schools are equipped with modern classrooms, digital learning resources, science labs, and sports facilities to provide a conducive learning environment.  Outstanding Academic Achievements: With these sustained efforts, EMRS students have demonstrated remarkable success in national-level competitiveexaminations. In the Academic Year 2024-25, 219 students qualified JEE Main, 34 students cleared JEE Advanced, and 344 students qualified NEET across EMRSs in the country. Out of the schemes mentioned above, the scholarship schemes at Sl.No (i) to (ii) are Centrally Sponsored Schemes and implemented through respective State/UT. Both Pre & Post Matric Scholarship Schemes are open ended Schemes wherein scholarships are given to all eligible students for pursuing studies from class 9th to Post-Graduation courses whose parental income is not more than Rs. 2.5 lakh per annum. The inviting of applications, verification, selection of beneficiaries and disbursement of scholarship amount is the responsibility of the respective State/UT. The Ministry of Tribal Affairs, releases central share funds to States/UTs based on proposals submitted by them and after examining financial and physical progress. State Governments/Union Territory Administrations disburse the scholarship amount to all the eligible ST Student's bank account through DBT mode. The Schemes at Sl. No. (iii) to (v) are Central Sector Schemes implemented by the Ministry of Tribal Affairs. Under National Fellowship and Scholarship for Higher Education for ST students, funds are directly released to the Students/Institutions through DBT mode, whereas Schemes at Sl.No. (v) National Overseas Scholarship for ST students is implemented through the Ministry of External Affairs (MEA), the funds are released to ST students studying abroad through Embassies, further Ministry of Tribal Affairs reimburse the funds to MEA. The details of fund released and beneficiaries under above mentioned Scholarship schemes is given at Annexure I. (iii) Aid to Voluntary Organizations working for the welfare of Scheduled Tribes: Under the scheme of Aid to Voluntary Organizations working for the welfare of Scheduled Tribes, the Ministry funds projects in the fields of education and health, covering residential schools, non- residential schools, hostels, mobile dispensaries, ten or more bedded hospitals, livelihood, etc. Allocation and expenditure incurred by the Ministry under the scheme are given in the table below along with details of allocations and expenditure in last two years.
