Medical Device Parks

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Government has approved the setting up of four Medical Device Parks under
the Scheme for Promotion of Medical Device Parks, if so, the details thereof;
(b) the details of funds allocated, released, and utilised under the scheme so far, along with the
current status of each project, State-wise;
(c) whether the Government has taken note of underutilisation of funds and delays in
implementation of the scheme by the respective State Governments, if so, the details thereof;
(d) the monitoring mechanism put in place to ensure timely development of common testing
and laboratory facilities under the scheme; and
(e) whether the Government is considering to expand the said scheme to other States where the
medical device industry is active and if so, the criteria for selection and timeline for
consideration?

(a) and (b): The Scheme for Promotion of Medical Devices Parks aims to create common
infrastructure and testing facilities for increased competitiveness and cost reduction through
optimisation of resources and economies of scale, thereby leading to better availability and
affordability of medical devices in the domestic market. Under the scheme, Government of
India had approved proposals received from State Governments of Uttar Pradesh, Tamil Nadu,
Madhya Pradesh and Himachal Pradesh. However, the State Government of Himachal Pradesh
subsequently withdrew from the scheme stating that it will fund the project from own sources.
The total project cost of these parks is over ₹871.11 crore, with Central assistance to the tune
of ₹100 crore each, for creation of common infrastructure facilities. The project-wise details of
funds allocated, released and utilised under the scheme in the said three parks is as under:(In crore ₹)

Currently, parks are at an advanced stage of development in the Greater Noida (Uttar
Pradesh), Ujjain (Madhya Pradesh) and Kanchipuram (Tamil Nadu) districts. State-wise details
of status of implementation of the projects are at Annexure.
(c) and (d): Taking note of delay in utilisation of funds and implementation, with a view to
ensure timely development of common testing and laboratory facilities, the Department of
Pharmaceuticals has been actively monitoring progress and regularly reviewing the same in
meetings held with States and through visits of departmental officers to the parks.
(e): No such expansion is currently under consideration of the Government.Annexure
