Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)the details of medical facilities being provided by the Government to the tribal workers across the Country, State/UT-wise;
(b)the details of hospitals and healthcare institutions established in tribal-dominated areas along with the sanctioned strength and working strength of doctors, Paramedical staff and other personnel in each of the said hospitals/healthcare institutions;
(c)the details of the medical equipments and devices available for various tests, diagnostic facilities and other allied services in the said hospitals/healthcare institutions; and
(d)the plans being formulated by the Government to bring reforms in the conditions of the said hospitals/healthcare institutions? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE)
(a) to (d): Public health and hospitals are State subjects.
Accordingly, the primary responsibility for planning, establishing, maintaining, and ensuring an adequate number of healthcare facilities rests with the respective State Governments. Under the National Health Mission (NHM), the Government of India provides financial and technical assistance to States/UTs for strengthening their healthcare systems based on the proposals received in their Programme Implementation Plans, within the approved resource envelope.
Health Dynamics of India (HDI) (Infrastructure & Human Resources), 2023–24 is an annual publication based on healthcare administrative data reported by States/UTs. State/UT-wise details regarding the availability of healthcare facilities, specialized human resources, and gaps, including those in remote, hilly, and tribal areas,

https://www.mohfw- dohfw.gov.in/static/uploads/2026/05/57202cf30629539e4d0fb0a2f70 0ac62.pdf Under Ayushman Bharat, 1.86 lakh Ayushman Arogya Mandirs (AAMs), including 31,366 AAMs across 178 tribal districts, provide comprehensive primary healthcare by strengthening Sub Health Centres (SHCs) and Primary Health Centres (PHCs). These AAMs deliver preventive, promotive, rehabilitative, and curative healthcare services covering reproductive and child healthcare, communicable and non-communicable diseases, and other health conditions. The State-wise number of operational AAMs in tribal- dominated areas is at Annexure.
Teleconsultation services are available at all operational AAMs across the country, enabling access to specialist healthcare closer to people's homes and addressing issues related to physical accessibility, shortage of healthcare providers, and continuity of care. As on 30.06.2026, a total of 46.90 crore teleconsultations have been conducted through AAMs across the country.
Mobile Medical Units (MMUs) provide primary healthcare services to remote, tribal, and underserved populations, including OBC, SC, and ST communities. As per NHM MIS (December 2025), a total of 1,546 MMUs are operational across the country in such areas.
Under the Free Drugs and Free Diagnostics Service Initiative, the Government of India provides financial support to States/UTs for the provision of 113 drugs and 14 diagnostic tests at SHC-AAMs, 179 drugs and 63 tests at PHC-AAMs, 301 drugs and 97 tests at Community Health Centres (CHCs), 318 drugs and 111 tests at Sub-District Hospitals (SDHs), and 381 drugs and 134 tests at District Hospitals (DHs).
The Government has taken several measures to strengthen healthcare services, including implementation of the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM- ABHIM) and support through the recommendations of the Fifteenth Finance Commission for strengthening health infrastructure.
