Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) the salient features of the Pradhan Mantri Kisan Sampada Yojana (PMKSY);
(b) the details of the funds sanctioned and distributed to various States under the yojana for the last five years, year-wise and State-wise;
(c) the number of Mega Food Parks and Cold Chain Projects sanctioned under the yojana; and
(d) steps taken by Government to set up more Mega Food Parks across the country? ANSWER THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES (SHRI RAVNEET SINGH)
(a) The Pradhan Mantri Kisan Sampada Yojana (PMKSY) is an umbrella scheme of the Ministry of Food Processing Industries aimed at development of modern infrastructure and efficient supply chain management from farm gate to retail outlet. Sub component schemes
under PMKSY are as under:-
(i) Infrastructure for Agro-Processing Clusters (APC Scheme)
(ii) Creation/Expansion of Food Processing & Preservation Capacities (CEFPPC Scheme)
(iii) Operation Green (OG Scheme)
(iv) Integrated Cold Chain & Value Addition Infrastructure (ICC & VAI Scheme)
(v) Food Safety & Quality Assurance Infrastructure (FTL) scheme
(vi) Research & Development (R&D Scheme)
(vii) Mega Food Park Scheme (discontinued w.e.f 01.04.2021)
(viii) Creation of Backward & Forward Linkages (CBFL Scheme) – discontinued w.e.f.
01.04.2021.
The salient features of the Pradhan Mantri Kisan Sampada Yojana (PMKSY) are as under:
(i) A Central Sector Scheme.
(ii) Demand-Driven Approach: Applications are invited through Expression of Interest
(EoI) from all over the country; there is no fixed State-wise allocation of funds.
(iii) Projects proposals are invited through Expression of Interest (EoI) and are approved after rigorous process of evaluation ensuring transparency and competitiveness.
(iv) Farm-to-fork approach for seamless supply chain and value addition.(v) Financial Assistance in the form of grants-in-aid or subsidy, typically ranging from 35% of eligible project cost for general area applicants and 50% of the eligible project cost for SC/ST FPOs and difficult area applicants with a ceiling varying from Rs 5.00 crore to Rs 15.00 crore.
(b) PMKSY is a Central Sector demand driven scheme and the funds are not allocated/sanctioned/released State-wise under any of the component schemes of PMKSY. The applications are invited through Expression of Interest (EoI) from all over country. The proposals received are scrutinized for their eligibility and evaluated based on the criteria fixed as per the extant scheme guidelines. Merit based approvals are given to the eligible proposals based on availability of funds.
(c) Under the Pradhan Mantri Kisan Sampada Yojana, as on 31.01.2026, a total of 41 Mega Food Park (MFP) projects and 401 Cold Chain (CC) projects have been sanctioned. Out of these, 25 Mega Food Park projects and 302 Cold Chain projects have become operational, and the remaining are at various stages of implementation.
(d) As Mega Food Park (MFP) scheme has been discontinued w.e.f. 01.04.2021 with provision only for committed liabilities during 15th Finance Commission cycle, therefore, no proposal to set up more MFP is under consideration of the Ministry at this stage.
