SHRI AJAY KUMAR MANDAL: Will the Minister of TEXTILES वस्त्र मंत्री be pleased to state : (a) whether the Government proposes to set up any special cluster or Mega Textile Park in Bhagalpur city of Bihar to promote the silk (Tussar silk) and handloom industry and if so, the details thereof; (b) the details of the funds allocated for this purpose; (c) the details of efforts being made by the Government to connect the local weavers of Bhagalpur with the global market and to onboard them onto e-commerce platforms; and (d) the details of the financial assistance provided to the weavers of Bhagalpur under the 'Mudra Yojana' or other textile schemes, year-wise during the last three years? उत्तर ANSWER वस्त्र राज् य मंत्री (श्री पबित्र मार्घरे रटा) THE MINISTER OF STATE FOR TEXTILES (SHRI PABITRA MARGHERITA) (a) & (b): The Ministry of Textiles is implementing National Handloom Development Programme (NHDP) all across the country for holistic development of handloom sector. Under Mega Cluster Development Programme and Need based Special Infrastructure Projects, both components of NHDP, need based financial assistance upto Rs. 30.00 Crore (GoI) and Rs. 12.00 Crore (GoI) respectively is provided for various interventions like upgraded looms & accessories, solar lighting units, worksheds, design & product development, development of pre- loom, on-loom and post-loom facilities, promotion of natural/vegetable dyes, setting up of Dye house etc. on receipt of complete proposals from State Governments/UT/IA.” However, under erstwhile Comprehensive Handloom Cluster Development Scheme (CHCDS), now subsumed and renamed as Mega Cluster Development Programme as one of component of NHDP (since 20.10.2021) 01 Mega Handloom Cluster at Bhagalpur (Bihar) was sanctioned during FY 2014-15. The sanctioned interventions under the project included the establishment of 01 Dye House, 01 Design Studio & Product Development Centre, and 10 Block-Level Clusters. The total amount of Rs. 5.28 crore was released for implementation of the project. In addition, in the Union Budget 2026–27, the Government has announced setting up of Mega Textile Parks in challenge mode focusing on bringing value addition to technical textiles.The scheme is currently in its initial formulation phase. Once the scheme guidelines and modalities are formulized, proposals from all states including Bihar will be invited. (c): An e-commerce portal (https://www.indiahandmade.com/) has been launched to support weavers and artisans for online marketing of handloom products. In addition, handloom weavers were onboarded on Government e-Market place to enable them to sell their products directly to various Government Departments and organizations.
