SHRI PUSHPENDRA SAROJ: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of the current operational length of metro networks in Uttar Pradesh, the present average daily ridership for each and the targets set and achieved for network length and ridership, city- wise including Lucknow, Kanpur, Agra, Noida and Ghaziabad; (b) the status and projected timelines for completion of ongoing metro phases including Lucknow Phase-2, Kanpur corridors and Agra Phase-2, details of cost overruns or delays, if any and the extent to which completion targets have been met; (c) the status of new metro/rapid transit projects currently under planning or Detailed Project Report (DPR) stage in Uttar Pradesh including Lucknow-Kanpur RRTS, Meerut Metro and Gorakhpur Metro along with their expected commencement timelines and targets set and achieved; and (d) the financial and technical support provided by the Union Government for metro and rapid transit projects in Uttar Pradesh along with the extent to which set targets for project completion and operational efficiency have been achieved? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) The details of current operational length of metro and RRTS networks in Uttar Pradesh along with average daily ridership are given in Annexure-I. (b) The Lucknow metro Phase-1B from Charbagh to Vasantkunj of 11.165 route Km at a cost of Rs. 5,801.05 Crore have been sanctioned in September, 2025 with projected completion period of 5 years from date of sanction. …2/--2- The Kanpur Metro Rail Project of 32.38 route Km at a cost 11,076.48 Crore and Agra Metro Rail Project of 29.4 route Km at a cost of 8,379.62 Crore have already been sanctioned. Presently 15 km of metro network in Kanpur and 6 km of metro network in Agra are operational. UP Metro Rail Corporation Limited (UPMRCL), which is implementing agency for metro projects in Lucknow, Kanpur and Agra has informed that there is no cost overrun in these projects. (c) ‘Urban planning’ is a State subject, therefore, the respective State Governments are responsible for planning and initiating urban transport infrastructure including metro and Regional Rapid Transit system Projects (RRTS). Central Government has issued National Urban Transport Policy 2006, The Metro Rail Policy 2017, Transit Oriented Development Policy 2017, Value Capture Financing Policy, Appraisal Guidelines for Metro Projects, Standardization guidelines, Report on Benchmarking of Cost Estimation of Metro Rail Projects etc. for systematic and sustainable development of Metro and RRTS Projects in country including that of State of Uttar Pradesh. As per extant policy, RRTS project are planned for implementation only in NCR. Lucknow- Kanpur is not a part of NCR. Meerut metro rail system of 21.15 Km is integral part of already sanctioned Delhi- Meerut RRTS project. Metro projects including that of Gorakhpur are cost intensive requiring extensive examination at different level in Central Government. Metro project proposals of different cities are prioritized for approval based on many factors like size of population, peak hour traffic, development plans etc. Further, the approval of such proposal is always dependent upon feasibility of proposal and availability of resources to ensure long term sustainability of such projects.
