METRO RAIL PROJECTS
NO. 6274. SHRI PUSHPENDRA SAROJ:
ADV PRIYA SAROJ:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) the metro rail projects made operational during the last five years
along with fare revisions undertaken, year and State-wise,
particularly for Uttar Pradesh, city-wise and the extent of Central
financial support provided to each project;
(b) the number of metro rail projects currently reporting operational
losses or financial stress and the reasons recorded in Ministry
reviews for continued dependence on budgetary support, State-
wise, particularly for Uttar Pradesh, city-wise;
(c) the number of grievances received regarding fare affordability,
ridership shortfall and last-mile connectivity, State-wise,
particularly for Uttar Pradesh;
(d) the present status of Lucknow Metro Phase-II including the date of
approval, funds sanctioned, expenditure incurred and reasons for
delay in commencement of work; and
(e) the corrective policy and funding measures proposed by the Ministry
to ensure the financial sustainability of metro rail systems while
preventing delays in expansion projects such as Lucknow Metro
Phase-II?
ANSWER

(a): The details of Metro Rail Projects made operational during the last
five years are as per Annexure – I and the details of funds released for the
implementation of metro rail projects are as per Annexure – II. The fare
revision has been implemented in Delhi Metro Rail Corporation and
Bangalore Metro Rail Corporation Limited in last five years.

(b): State wise position of metro corporations under this Ministry wherein
Metro has been constructed under initial phase reporting operational
financial losses are enclosed as Annexure-III.
(c): As informed by Uttar Pradesh Metro Rail Corporation Limited and
Noida Metro Rail Corporation, during the last three month no grievance
have been received regarding fare affordability, ridership shortfall and
last mile connectivity.
(d): Lucknow Metro Rail Project Phase II is approved by Government of
India on 03.09.2025. There is no delay in the commencement of work.
(e): The Metro Rail Policy, 2017 prescribes innovative financing through
Transit Oriented Development (TOD), different modes of Non Fare Box and
Value Capture Finance (VCF) to ensure financial viability of metro
projects.
