MGNREGA AND VB-G RAM G ALLOCATIONS
3974 Shri Tiruchi Siva:
Will the Minister of Rural Development be pleased to state:
(a) rationale for the massive decrease in MGNREGA budgetary allocation in Budget 2026-
27, which may not be enough to pay States their dues;
(b) details of the amount due to various States under MGNREGA and the rationale for the
same;
(c) whether Government has taken note of criticisms that the current budgetary allocation of
Viksit Bharat—Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB—G RAM G)
is not sufficient for the increased number of days and will only cover 52 days of
employment;
(d) if so, rationale for such an allocation; and
(e) potential timeline for States being informed about their share of the funding of
VBGRAMG?
ANSWER

(a) to (e): The provision of funds amounting to Rs. 30,000 crore has been made under
Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS)
for the year 2026-27. It is stated here that the Central government is committed to releasing
admissible pending liabilities to the States as per established procedures. This is expected to
meet the financial commitments under Mahatma Gandhi NREGS till the Viksit Bharat-
Guarantee for Rozgar and Ajeevika Mission Gramin (VB-G RAM G) Act commences.
With regard to amount due to various States under scheme, it is stated that fund release to
States/UTs is a continuous process under the Mahatma Gandhi NREGS, and the Central
Government is committed to making funds available, keeping in view the demand for work on
the ground. State/Union Territory (UT)-wise details of pending liabilities for Wage, Material and
Admin component under Mahatma Gandhi NREGS as on 20.03.2026 are given at Annexure.
Apart from the allocation of the amount of Rs. 30,000 crore for Mahatma Gandhi NREGS, a
Central share provision of Rs. 95,692.31 crore has also been made for the Viksit Bharat-
Guarantee for Rozgar and Ajeevika Mission (Gramin), in FY 2026-27 representing the largest
allocation ever for rural employment progamme at Budget Estimate Stage. With the likely
inclusion of the corresponding estimated State share, the total programme outlay is likely to
exceed Rs.1.51 lakh crore, which is expected to significantly accelerate rural transformation,
large-scale employment generation and income enhancement in rural areas.
Page 1 of 3As per Sub-section (5) of the Section 4 of the VB-G RAM G Act, the Central Government
shall determine the State-wise normative allocation for each state based on objective parameters
as may be prescribed by the Central Government. Since, the Act is yet to commence, rules
regarding normative allocation based on objective parameters have not been finalised.

*The proposal for upward revision of the Labour Budget for FY 2021-22 for the State of West Bengal was not
approved by the Empowered Committee, National Rural Employment Guarantee Scheme (Mahatma Gandhi
NREGS), Department of Rural Development due to non-compliance with the directives issued by this Department.
Subsequently, the release of funds to the State of West Bengal under the Mahatma Gandhi National Rural
Employment Guarantee Scheme (Mahatma Gandhi NREGS) was also stopped with effect from 09.03.2022 by
invoking the provisions of Section 27 of the Mahatma Gandhi National Rural Employment Guarantee Act, 2005,
owing to continued non-compliance with the directives of the Central Government by the State.
As per NREGASoft, the pending liability pertaining to the State of West Bengal (as on 08.03.2022) stands at
₹3082.52 crore, comprising ₹1457.22 crore under the Wage component, ₹1607.68 crore under the material
component, and ₹17.62 crore under the administrative component. The admissibility of this liability is subject to
verification by the Central Government.
