Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) the number of micro food processing enterprises assisted under the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) scheme during the last three years and the amount of funds allocated/released, across the country, year-wise and States/UT- wise;
(b) the main objectives, priorities of the said scheme along with the details of loan-based financial assistance provided under the scheme, including credit-linked subsidy, seed capital, branding, marketing, training and capacity-building support to beneficiaries, employment generation, enterprise formalization, value addition in the food processing sector and support for common infrastructure;
(c) the categories of beneficiaries to which benefit is provided such as individual micro food processing units, self-help groups, farmer producer organizations and cooperative committees along with their eligibility therefor; and
(d) the number of beneficiaries who have availed the benefits of the scheme so far along with the details of the sanctioned loan, subsidy and other financial assistance across the country, State/UT-wise? ANSWER THE MINISTER OF FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN)
(a): Under the Pradhan Mantri Formalization of Micro Food Processing Enterprises (PMFME) scheme, loans for 1,62,044 Micro food processing enterprises have been sanctioned under Credit Linked Subsidy and Centre Share of Rs. 3366.24 crore has been allocated/ released across the country during the last three years. The Year-wise and State/ UT wise details are at Annexure I.
(b) & (c): The PMFME Scheme is a Centrally Sponsored Scheme being implemented to provide financial, technical and business support for setting up of new/ upgradation of micro food processing enterprises in the country. The objectives of the scheme are to build capacity of micro enterprises through increased access to credit, integration with organized supply chain by strengthening branding and marketing, increased access to common services, strengthening of institutions and research & training in the food processing sector.The Scheme provides 35% credit-linked capital subsidy to eligible micro food processing enterprises, Seed Capital support to Self Help Group (SHG) members, Capacity Building through Entrepreneurship Development Programmes (EDP) and product-specific training, assistance for Branding & Marketing and support for Common Infrastructure such as processing, storage, packaging, testing and incubation facilities. The details of financial assistance available under various components of the Scheme, including the eligible entities, are at Annexure-II.
The Scheme further promotes value addition of agricultural produce by strengthening district-specific food processing value chains, facilitating technology adoption, improving market access through linkages with retail, e-commerce and institutional buyers and creating shared infrastructure for aggregation and processing. These interventions contribute to enterprise formalisation, entrepreneurship development and generation of direct and indirect employment opportunities.

(i). Support to Individual / Group Category Micro Enterprises: Credit-linked capital subsidy @35% of the eligible project cost, maximum ceiling Rs.10 lakh per unit
Eligible Entities: Individual entrepreneurs/ Proprietorship Firms/ Partnership Firms/ Farmer Producer Organizations (FPOs)/ Non-Government Organizations/ Cooperatives/ Self Help Groups (SHGs)/ Private Limited Companies
(ii). Support to SHGs for seed capital: Seed capital @ Rs. 40,000/- per member of SHG engaged in food processing for working capital and purchase of small tools subject to maximum of Rs. 4 lakh per SHG Federation.
(iii). Support for Common Infrastructure: Credit linked capital subsidy @35% of the eligible project cost subject to maximum of Rs. 3 crore to support FPOs, SHGs, Cooperatives and any Government agency for setting up of common infrastructure. The common infrastructure will also be available for other units and public to utilize on hiring basis for substantial part of the capacity.
(iv). Branding and Marketing Support: Grant upto 50% for Branding and Marketing to groups of FPOs/ SHGs/ Cooperatives or an Special Purpose Vehicle of micro food processing enterprises.
(v). Capacity Building: The scheme envisages training for Entrepreneurship Development Skilling (EDP) program modified to meet the requirement of food processing industry and product specific skilling for all applicants recommended for availing credit linked grant by District Level Committee (DLC) as well as Seed Capital SHG beneficiaries.
