Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:
(a) whether the Government is aware that in the Shirdi Lok Sabha Constituency, the
Ahmednagar district Petrol Dealers Association has lodged serious complaints regarding the
misuse of Consumer Pump licenses and the illegal operation of Door-to-Door Dispensers (DDD)
by private companies, if so, the details thereof;
(b) whether such illegal activities are adversely affecting the sales of legitimate petrol dealers,
causing severe economic distress and financial losses to them, if so, the details thereof;
(c) whether the Government is also aware that when dealers raise their voices against these
illegal practices, they face threats and pressure from consumer pump owners and their
supporters; and
(d) if so, the concrete steps being taken by the Government to investigate and stop these
illegal DDD operations, protect the interests of legitimate dealers and take strict action against
the offenders?

(a) to (d) Government of Maharashtra has informed that the District Supply Office, Ahilyanagar had
received a complaint regarding retail sale of diesel in Shrirampur taluka, District, Ahilyanagar through
bowser. With reference to the said complaint, an inquiry was conducted through the Tahsildar,
Shrirampur. A team was appointed and inspections were carried out at the market place in the taluka
and various crowded locations. However, no matter of petroleum products being sold through bowsers
was found. It has been further informed by the State Government that no such illegal transport, sale
and storage of unauthorized petroleum products has been found till now.
Further, the Door-to-Door Delivery (DDD) bowsers being operated by the Oil Marketing Company
(OMC) dealers/ Fuel Enterprises are governed by the Motor Spirit and High Speed Diesel (Regulation
of Supply, Distribution and Prevention of Malpractices) Second Amendment Order dated 10.12.2019.
The Dealers/Fuel Enterprises are required to strictly comply with the provisions mentioned in this
Order as well as the Licenses (Form XIV and Form XIX) issued by Petroleum Explosive and Safety
Organization (PESO) and the PESO Standard Operating Procedures (SOPs) governing the operations
of the DDD. Any violation of these provisions invites necessary action as per rule 152 of the
Petroleum Rules 2002 by PESO. Public Sector OMCs have issued instructions to all their stakeholders
to strictly abide by these regulatory provisions to ensure proper operations of DDDs.
