SHRI JANARDAN SINGH SIGRIWAL: Will the Minister of COMMUNICATIONS be pleased to state: (a) whether the Government has assessed the availability and coverage of mobile tower connectivity in the Maharajganj Lok Sabha Constituency in Bihar; (b) if so, the details thereof including the total number of mobile towers installed, operational and non-operational towers, telecom operator-wise and location-wise; (c) whether there are identified villages/areas in the said constituency which are still unserved or underserved in terms of mobile network connectivity; (d) if so, the details thereof along with the steps taken under various schemes such as BharatNet and other telecom infrastructure initiatives to improve coverage in the said constituency; and (e) whether the Government proposes to install additional mobile towers or upgrade existing infrastructure in the said constituency to improve 4G/5G connectivity and if so, the details thereof including timelines and funding support? ANSWER MINISTER OF STATE FOR COMMUNICATIONS AND RURAL DEVELOPMENT (DR. PEMMASANI CHANDRA SEKHAR) (a) & (b) Yes Sir. The Government has assessed the availability and coverage of mobile tower connectivity in the Maharajganj Lok sabha Constituency in Bihar. The number of Towers working in Saran and Siwan districts, which cover Maharajganj Lok Sabha Parliamentary constituency of Bihar state (as on 30.06.2026) is as below: State /UT District Count of Tower Total Bihar Saran 1576 Bihar Siwan 1301 The detailed list of all the mobile towers working in Saran and Siwan districts is available at the following link: (https://www.dot.gov.in/static/uploads/2026/07/00dae751521013f3a46a7e5d21d79177.pdf) (c) Sir, In Maharajganj Lok Sabha Constituency, all the 1042 census villages are having 4G mobile services. 1(d) BharatNet programme has been approved for provision for broadband connectivity in a phased manner to all Gram Panchayats (GPs) in the country. This infrastructure is leased to TSPs/ISPs for provision of internet connectivity in GPs/rural areas including villages/ Government institutions, schools, and private areas. All 177 GPs of Maharajganj Lok Sabha constituency have been connected under BharatNet project in Phase-I and II. Further, agreement has been signed for up-gradation of existing network of BharatNet Phase- I and Phase-II, Operation and Maintenance and utilization. The connectivity to non-GP villages is to be provided on demand basis from their respective GPs. (e) Mobile services in an area are provided by Telecom Service Providers (TSPs) based on their techno-commercial viability. Mobile coverage for inhabited uncovered villages is supported by Government through Digital Bharat Nidhi. As on 30.06.2026, 388 such towers have been made on air providing 4G mobile coverage to 481 villages/locations in Bihar. No mobile tower is planned in Maharajganj Lok Sabha Constituency in Bihar under DBN funded mobile projects. ***** 2
