(a) The Ministry has launched the Model Youth Gram Sabha (MYGS) initiative in collaboration
with the Department of SchoolEducation & Literacy (DoSEL)andthe Ministry of Tribal Affairs
(MoTA) for students of Jawahar Navodaya Vidyalayas (JNVs), Eklavya Model Residential
Schools (EMRS) and some of the high Schools as selected by the State Government of
Maharashtra and Karnataka.The majorobjective of thisinitiativeisto educatestudents about the
three-tier Panchayati Raj system, encourage youth participation in Gram Sabhas, strengthen
leadership through experiential learning, and foster constitutional values and civic responsibility
inline with NEP2020andthe vision of Viksit Bharat.
A key feature of MYGS is the experiential simulation of grassroots democracy, wherein
students conduct mock Gram Sabha sessions involving agenda setting, deliberation, budgeting
and passing resolutions, closely mirroring statutory Gram Sabha procedures. This provides
practical exposure to local governance and nurtures informed, responsible and participative
future citizens.
(b) & (e): The Ministry is implementing this Initiative Nation-wide in phase-I in 1306 schools
covering 620-Jawahar Navodaya Vidyalayas (JNVs), 200-Eklavya Model Residential Schools
(EMRS), 172 Zila Parishad Schools of Maharashtra and 314 State Government of Karnataka
recognized Schools which include the States of Rajasthan, Himachal Pradesh, Uttar Pradesh,
Gujarat and Madhya Pradesh including Bhilwara, Mandi, Meerut, Udaipur, Sabarkantha,
Aravalli, Ratlam and Jabalpur. State/UT-wise number of schools and categories of institutions
implementingthe MYGSinitiative is at Annexure-I.
(c) A dedicated training module has been developed to guide teachers and students, making the
MYGS simulation uniform, engaging and process-oriented. This structured approach helps
students understand democratic roles and procedures while developing communication, critical
thinking and collaborative decision-making skills. For this purpose, a dedicated MYGS portal
has also been developed to upload and record activities in a systematic manner, ensuring
transparency andfacilitating learningexchangeamongschools.
(d) The initiative nurtures youth leadership and promotes participatory democracy by
providing experiential exposure to Panchayati Raj Institutions through simulated Gram Sabha
exercises involving agenda setting, deliberation, budgeting and resolution making. It fosters
constitutional values, civic responsibility and inclusiveness in line with National Education
Policy 2020. By encouraging active engagement of students in grassroots governance, the
initiative prepares them to be informed and responsible stakeholders contributing meaningfully
tothe vision of Viksit Bharat @2047.
