Parliament Question: Modernisation of land records to make ‘Viksit Bharat’ by 2047

Sangeeta Yadav: Will the Minister of Rural Development be pleased to state: (a) the efforts made by the Department of land resources (DoLR) to realise the vision to make India a developed Nation by 2047 in the last five years; (b) whether the DoLR has formulated any roadmap or action plan to realize the goal of 'Viksit Bharat' by 2047, particularly in modernization of land records; (c) if so, the details thereof; (d) whether the Department is evaluating new policies/schemes and legislative proposals based on their potential contribution towards achieving 'Viksit Bharat' by 2047; and (e) if so the details thereof and if not, the reasons therefor? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (Dr. CHANDRA SEKHAR PEMMASANI) (a) Government of India has been implementing a comprehensive programme for digitization/computerization of land records/registration process in the country by the name of Digital India Land Records Modernization Programme (DILRMP) with 100% financial assistance from Central Government since 2016-17. The Scheme has been extended by the Government of India for a period of five years from the year 2021-22 to 2025-26. The objective of the programme is to develop a modern, comprehensive and transparent land record management system to improve real-time information on land, optimize use of land resources, assist in policy and planning etc. with the vision to make India a developed Nation by 2047. As per DILRMP Management Information System (MIS) dated 09.02.2026, 99.88% Record of Rights (RoRs) have been computerized, 97.41% of Cadastral Maps have been digitized and 96.61 % of Sub Registrar Offices have been computerized throughout the country, which was 91%, 68% and 93% respectively five years back. 1(b) & (c) The DoLR has developed the Unique Land Parcel Identification Number (ULPIN) or Bhu-Aadhar which is a 14 digit– Alpha–numeric Unique ID assigned to each land parcel. For assigning ULPIN or Bhu-Aadhar, each land parcel is digitized and georeferenced with its Geo-coordinates of vertices (Latitude-Longitude). As on date, more than 38 crore land parcels have been assigned ULPIN or Bhu-Aadhar. The DoLR aims to assign ULPIN to each land parcel as and when any change in boundaries of any land parcel happens which is a continuous ongoing process. (d) & (e) Land and land revenue are State subjects listed at Sl. No.18 and 45 respectively of State List (List II) of the Seventh Schedule of the Constitution wherein land revenue governance system is governed by State specific Acts/Rules/Regulations. The DoLR would continue to provide financial and technical support to States/UTs to improve their land management systems with use of technologies subject to approval by the Government of India. ******** 2
