MODERNISATION OF STATE POLICE FORCES
3942. SHRI M K RAGHAVAN:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether funds allocated under the Modernisation of State Police Forces
scheme have been fully utilised by States;
(b) if so, the details thereof and allocation and utilisation of funds, State-wise;
and
(c) the steps taken by Government to ensure timely release and effective
utilisation of funds?

(a) and (b): The funds allocated and utilised under the scheme of “Assistance
to States & UTs for Modernization of Police (ASUMP)” [erstwhile
Modernisation of State Police Forces scheme] during the financial year 2025-
26 is given as Annexure.
(c): The funds are released to the States/UTs as per the release guidelines of
the Department of Expenditure (DoE), Ministry of Finance issued from time to
time. As per DoE guidelines, the fund released/sanctioned to the States/UTs
depends upon the unspent balances lying with the States/UTs. The Central
Government regularly follow-up with the State/UT Governments for timely
implementation of the Action Plans and effective utilisation of funds.

I. Releases to States have varied vis-à-vis allocations. Where release is less than allocation, the same is on account of non-submission of
Utilization Certificates(UCs) and where release exceeds allocation, the same is on account of releases made for incentivizing better police
performance etc.
