Parliament Question: Modernisation of State Police Forces

3942. SHRI M K RAGHAVAN:

Will the Minister of HOME AFFAIRS be pleased to state:

(a) whether funds allocated under the Modernisation of State Police Forces scheme have been fully utilised by States;

(b) if so, the details thereof and allocation and utilisation of funds, State-wise; and

(c) the steps taken by Government to ensure timely release and effective utilisation of funds? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI)

(a) and (b): The funds allocated and utilised under the scheme of “Assistance to States & UTs for Modernization of Police (ASUMP)” [erstwhile Modernisation of State Police Forces scheme] during the financial year 2025- 26 is given as Annexure.

(c): The funds are released to the States/UTs as per the release guidelines of the Department of Expenditure (DoE), Ministry of Finance issued from time to time. As per DoE guidelines, the fund released/sanctioned to the States/UTs depends upon the unspent balances lying with the States/UTs. The Central Government regularly follow-up with the State/UT Governments for timely implementation of the Action Plans and effective utilisation of funds.

Note I. Releases to States have varied vis-à-vis allocations. Where release is less than allocation, the same is on account of non-submission of Utilization Certificates(UCs) and where release exceeds allocation, the same is on account of releases made for incentivizing better police performance etc.
