Shri Sasikanth Senthil: प(cid:282)े ो(cid:871)लयम एव ं(cid:292)ाकृ(cid:467)तक गसै म(cid:287)ं ी Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) whether the Government monitors the average number of LPG refills under Pradhan Mantri Ujjwala Yojana (PMUY) availed per Ujjwala beneficiary and if so, the details thereof, State/UT-wise along with the average number of refills during each of the last three years; (b) whether the refill frequency among Ujjwala beneficiaries is affected by affordability, subsidy support or the price of the cylinders; and (c) if so, the details thereof along with the subsidy provided and the steps taken to ensure sustained use of LPG usage by beneficiaries? Government regularly monitors the LPG consumption of PMUY beneficiaries through Petroleum Planning and Analysis Cell (PPAC’s) Consumption reports, Common LPG Database Platform (CLDP) & reviews with PSU OMCs. Consumption of domestic LPG by households depends on several factors like food habits, household size, cooking habits, tradition, flavor, taste, preferences, price, availability of alternate fuels etc. State/UT-wise details of Per Connection Consumption during the last three years are given at Annexure-A. In order to encourage sustained usage and address the issue of low refill consumption among PMUY beneficiaries, various steps have been taken inter alia, including organizing campaigns for improving awareness about PMUY, promotion through Out of Home (OOH) hoardings, radio jingles, Information, Education and Communication (IEC) Vans etc. In addition, PMUY beneficiaries have been given option to swap from 14.2 kg to 5 Kg to reduce upfront cash outgo and option of 5 Kg Double Bottle Connection.As a result of various steps taken by Government to improve access and affordability of domestic LPG for PMUY consumers, per connection consumption of PMUY beneficiaries (in terms of no. of 14.2 kg LPG cylinders taken per year) has increased from 3.68 in FY 2021-22 to 4.71 in FY 2025-26. India imports majority of its LPG requirement & LPG prices in the country are based on Saudi CP. The average Saudi CP (the international benchmark for LPG pricing) rose upto US$ 780/MT in April and May 2026. In June 2026, as the Saudi CP rose further to US$ 796/MT (excluding premium), the Market Determined Price (MDP) of a 14.2 kg domestic LPG cylinder went upto Rs. 1,695 per 14.2 Kg cylinder. The Retail Selling Price of domestic LPG is being maintained at Rs. 942 per 14.2 Kg cylinder since June 2026, which carried an implicit subsidy (under-recovery) of more than Rs 700 per 14.2 Kg cylinder in June 2026 and Rs 500 per cylinder during July 2026. Even for the month of August 2026, the RSP carries an implicit subsidy of Rs. 188 per cylinder.
