(a) the details of Multipurpose Primary Agricultural Credit Societies (MPACS) established in
each State during the financial year 2024-25, State-wise;
(b) the details of Primary Agricultural Credit Societies (PACS) established in Karnataka,
district-wise over the last five years;
(c) the details of the total number of PACS in Karnataka, along with their current operational
status, district-wise; and
(d) the details of financial and infrastructure support provided under various Government
schemes to PACS in Karnataka?

(a): The Government on 15.2.2023, approved the Plan for strengthening cooperative movement
in the country and deepening its reach up to the grassroots. The Plan entails establishment of 2
lakh multipurpose PACS (M-PACS), Dairy, Fishery Cooperative Societies covering all the
Panchayats/ villages in the country in five years, through convergence of various existing GOI
schemes, including Dairy Infrastructure Development Fund (DIDF), National Programme for
Dairy Development (NPDD), PM Matsya Sampada Yojana (PMMSY), etc, with the support
of National Bank for Agricultural and Rural Development (NABARD), National Dairy
Development Board (NDDB), National Fisheries Development Board (NFDB) and State
Governments. During the financial year 2024–25, a total of 4,964 new M-PACS have been
established across various States/UTs. The State-wise details of new M-PACS established in
FY 2024-25 are attached as Annexure-I.
(b): As per the National Cooperative Database (NCD), a total of 428 PACS have been
registered in the State of Karnataka in the last five years (FY 2020-21 to FY 2024-25), details
of which, are attached as Annexure-II.
(c): The details of the total number of PACS in Karnataka, along with their current operational
status, district-wise, are attached as Annexure-III.
(d): Details of financial and infrastructure support provided under various Government
schemes to PACS in Karnataka are as follows:(i) Computerization of PACS project
Of the 5,682 PACS sanctioned in the State of Karnataka, hardware has been delivered to 5,491
PACS; 3,765 PACS have been onboarded onto the ERP system; 1,930 PACS are live on ERP
and 1,728 have completed day-end operations.
Further, ₹55.64 crore has been released by GoI to State of Karnataka (₹40.25 crore in FY 2022–
23 and ₹15.39 crore in FY 2023–24) under the project.
(ii) World’s Largest Grain Storage Plan in Cooperative Sector
The World's Largest Grain Storage Plan in Cooperative Sector, which has been rolled out as
Pilot Project, entails creation of various agri infrastructure at PACS level, including godowns,
custom hiring centers, processing units, Fair Price Shops, etc. through convergence of various
existing schemes of the Government of India (GoI), such as, Agriculture Infrastructure Fund
(AIF), Agricultural Marketing Infrastructure Scheme (AMI), Sub Mission on Agricultural
Mechanization (SMAM), Pradhan Mantri Formalization of Micro Food Processing Enterprises
Scheme (PMFME), etc. Under the Pilot project, a 1,000 MT godown with a processing unit
has been constructed at Primary Agriculture Cooperative Federation Ltd., Ekamba, Bidar in
the State of Karnataka.
(iii) Financial Assistance by NCDC to PACS
During FY 2020–21 to 2024–25, NCDC has disbursed total financial assistance of ₹2,556.72
lakh to PACS in the State of Karnataka.
