GOVERNMENT OF INDIA MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION LOK SABHA UNSTARRED QUESTION No.1679 TO BE ANSWERED ON 29.07.2026 MPLADS FACILITATION CENTRES 1679. SHRI PATEL UMESHBHAI BABUBHAI: Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be pleased to state: (a) whether several development works recommended by Members of Parliament (MPs) under MPLADS remain pending due to unnecessary delays in administrative sanction, tendering process or commencement of work and if so, the details thereof; (b) whether the Government proposes to implement a mechanism to deem works as approved if action is not taken within prescribed timeline and to arrange for tendering and implementation through authorized MPLADS Facilitation Centers; (c) the details of current arrangement of MPLADS Facilitation Centers along with facilities which are available to MPs through said centres; (d) whether such a centre has been established in Dadra and Nagar Haveli and Daman and Diu and if so, the details thereof; (e) if not, the reasons therefor; and (f) whether the Government proposes to grant more administrative powers to MPs for the timely and effective implementation of MPLADS by setting up dedicated Facilitation Centers including engineers and technical staff for each MP and if not, the reasons therefor? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION, MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE [RAO INDERJIT SINGH] (a) Under the MPLAD Scheme, Hon’ble Member of Parliament send their recommendations of development works directly to District Authorities through eSAKSHI portal and the same are sanctioned andimplemented by the District Authorities in accordance with the administrative, financial and technical rules of the concerned State/UT Governments and in accordance with the Guidelines on MPLADS. As per the MPLADS Guidelines, the Implementing District Authority shall, before sanctioning any work, ensure that all requisite statutory and regulatory clearances have been obtained from the competent authorities, that the work conforms to the MPLADS Guidelines, and that a written undertaking has been obtained from the concerned User Agency confirming its willingness to bear the operation and maintenance costs of the proposed asset from its own resources. However, it has been observed that delays in the issuance of administrative and technical sanctions for works recommended under the MPLAD Scheme are generally attributable to factors such as submission of incomplete proposals, local disputes, constraints relating to land availability or site feasibility, requirements of statutory clearances, and technical issues at the district level. As per the MPLADS Guidelines, the responsibility for timely scrutiny, sanction, and execution of works rests with the District Authorities. Whenever instances of inordinate delay are brought to the notice of the Ministry, the concerned State/UT Government and District Authority are requested to examine the matter and take appropriate administrative action against the responsible officials under the applicable service rules. They are also advised to strengthen internal monitoring and oversight mechanisms to ensure timely implementation of works recommended by Hon’ble Members of Parliament. (b) There is no such proposal under consideration, as deemed approval of MPLADS works is not feasible owing to the need to assess the technical and financial feasibility of each recommended work and ensure compliance with the requisite statutory and regulatory clearances before issuing the sanction order. (c) As per MPLADS Guidelines 2023, the provisions for facilitation centre are enclosed (Annexure I). (d) & (e) As per the information available, an MPLADS Facilitation Centre has been established at the Collectorate, Dadra and Nagar Haveli, for Dadra and Nagar Haveli district. A Monitoring Officer has also been designated to monitor the implementation of all works under the MPLADS Scheme and to facilitate and coordinate matters pertaining to the Hon'ble Member of Parliament. However, noMPLADS Facilitation Centre has been established for Daman and Diu district. (f) Under the MPLAD Scheme, the Hon'ble Member of Parliament has the role of recommending eligible works, while the sanctioning and implementation of such works are carried out by the District Authorities in accordance with the Guidelines on MPLADS and the applicable administrative, financial and technical rules of the concerned State/UT Governments. However, technical manpower, if required, can be engaged by the District Authority for each facilitation centre, provided such engagements shall be on a strictly casual basis, and it shall not be against any post and shall not, in any form, be construed as government employment. The cost of hiring manpower can be charged as administrative expenditure on MPLADS. *****Annexure 1 {Annexure referred to in part (c) of Reply to Lok Sabha Unstarred Question No. 1679 for answer on 29.07.2026} Provisions under MPLADS Guidelines, 2023 with regard to Facilitation Centre S.No. Para Provision Number 1 9.5.1 A MPLADS Facilitation Centre shall be set up in the Nodal Districts to provide all information related to MPLADS at one place for the effective implementation and monitoring of the scheme. 2 9.5.2 The Facilitation Centre should be adequately equipped to provide all information about the on-going MPLADS works in the district, information on all the completed works, up to date financial information and up to date MPLADS guidelines and circulars, both in physical as well as digital forms. It should also maintain details on shelf of projects, details of works recommended by the Member of Parliament, works pending examination, those found ineligible and rejected, works sanctioned, and those pending sanction, with reasons therefore. 3 9.5.3 Space for setting up of such Facilitation Centres shall be provided by the Nodal District Authority, preferably in the premises of the DRDA or the office of CDO/ CEO District Panchayat Office. 4 9.5.4 If a District has been opted by more than one Member of Parliament as their Nodal District, the same Facilitation Centre will provide service for MPLADS funds of all such Members of Parliament. 5 9.5.5 This Facilitation Centre would work under the direct control of the Nodal District Authority and under the supervision of the nodal officer for MPLADS. 6 9.5.6 The capital expenditure for setting up facilitation centre, i.e. expenditure on equipment, furniture, etc. (excluding manpower), shall be charged on the MPLADS funds available for administrative expenditure with the Nodal District Authority, provided that total expenditure on one facilitation centre does not exceed Rs. 5 lakh. Any subsequent expenditure on the facilitation centre can be made only after a gap of five years. 7 9.5.7 Technical manpower, if required, can be engaged for each facilitation centre, provided such engagements shall be on a strictly casual basis, and it shall not be against any post and shall not, in any form, be construed as government employment. The cost of hiring manpower can be charged as administrative expenditure on MPLADS 8 9.5.8 The Facilitation Centre should have their own e-mail address, which should be widely publicized for receiving any public query related to MPLADS. All queries received on this e-mail address should be duly responded within a reasonable period. If required, the district authority should take the assistance of the district NIC cell for IT support and setting up of email ID, etc. for the Facilitation Centre. *****
