Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be
pleased to state:
(a) the details of the annual Members of Parliament Local Area Development
Scheme (MPLADS) fund allocations, disbursements and utilization per Member
of Parliament during the last three years;
(b) the impact of revamped guidelines and digital fund-flows on local works
approval transparency, speed and oversight;
(c) whether advanced digital interfaces enable end-to-end project tracking and
enforce mandatory fund reservations for Scheduled Castes (SCs) and
Scheduled Tribes (STs) regions and if so, the details thereof; and
(d) the details of the framework promoting sustainable community
infrastructure in education, healthcare and sanitation to meet grassroots
needs?

(INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF
STATE IN THE MINISTRY OF CULTURE [RAO INDERJIT SINGH]
(a): The details of MPLADS funds allocated and the corresponding
recommendations, sanctions and disbursements to vendors under the Member
of Parliament Local Area Development Scheme (MPLADS) during the 18th Lok
Sabha are available on the public dashboard of MPLADS-eSAKSHI portal
at (https://www.mplads.mospi.gov.in/digigov/dashboard.html).
(b): With the objective of making the scheme more flexible, efficient and
effective and to bring it in line with the changing development needs of the
community, eSAKSHI portal has been developed to implement revised fund
flow procedure under MPLADS with effect from 1 April, 2023 in line with the
directions of the Ministry of Finance.With the operationalisation of the MPLADS eSAKSHI portal for fund flow and
project monitoring, dedicated monitoring reports and dashboards are available
under the respective Central, State and District logins. These provide real-time
information on the status and progress of works, including works pending for
sanction and completion across different time intervals, thereby strengthening
oversight and facilitating review at different administrative levels. Zonal level
workshops and review meetings are also conducted periodically to review
progress, resolve bottlenecks, and improve implementation efficiency.
(c): Under the MPLAD Scheme, the Hon'ble Member of Parliament has the role
of recommending eligible works, while the sanctioning and implementation of
such works are carried out by the District Authorities in accordance with the
Guidelines on MPLADS and the applicable administrative, financial and
technical rules of the concerned State/UT Governments.
In order to give due attention to the development of infrastructure in the areas
inhabited by Scheduled Castes and Scheduled Tribes, Members of Parliament
are to recommend every year, works costing at least 15 percent of the total
MPLADS entitlement for the year for areas inhabited by Scheduled Caste
population and at least 7.5 percent of the total MPLADS entitlement for the
year for areas inhabited by Scheduled Tribe population. [Para 5.4.1 of MPLADS
Guidelines, 2023]
In case the constituency of a Lok Sabha Member has insufficient Scheduled
Tribes population, such fund may be utilized in areas predominantly inhabited
by Scheduled Castes and vice-versa. [Para 5.4.2 of MPLADS Guidelines, 2023]
The MPLADS eSAKSHI portal provides a dedicated field at the time of
submission of recommendations, enabling the Hon'ble Member of Parliament
to indicate whether the recommended work pertains to an area inhabited by
Scheduled Castes (SCs) or Scheduled Tribes (STs). Further, the eSAKSHI portal
serves as an integrated digital platform for submission of work
recommendations, sanction and execution under MPLADS. It provides real-
time work status and progress reports, thereby enabling end-to-end tracking of
works.
(d): In line with the objective of the MPLAD Scheme to create durable
community assets based on locally felt needs, Hon'ble Members of Parliament
may recommend eligible works in a wide range of sectors, including public and
community buildings, education, public health, and drinking water and
sanitation, subject to the provisions of the MPLADS Guidelines, 2023. The
Scheme facilitates the creation of infrastructure to address local
developmental needs through works recommended by the Hon'ble Members of
Parliament. In addition to the indicative list of permissible works specified in
the MPLADS Guidelines, 2023, new works can also be added, provided they are
consistent with the objectives and provisions of the Scheme.
