Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to State:
(a) the objectives and key components of the MSME Champions Scheme, including the MSME
Sustainable (ZED) Certification, MSME-Competitive (Lean) Scheme, and MSME Innovative
Scheme for incubation, IPR, design and digital MSMEs;
(b) the details of funds sanctioned, disbursed and utilised under the MSME Champions Scheme
since its inception, State-wise;
(c) the number of MSMEs assisted, capacity-building programs conducted and outcomes
achieved under each component of the Scheme, with a specific focus on Karnataka along with a
district-wise break-up of beneficiaries and interventions in the State; and
(d) the measures taken under the MSME Champions Scheme to enhance competitiveness,
encourage innovation, support startups and promote technology upgradation for MSMEs in
Karnataka?

(a): MSME Champions scheme is a holistic approach to unify, synergize, and converge various
schemes and Interventions with a single purpose. The end objective is to pick up enterprises and
modernize their processes, reduce wastages, sharpen business competitiveness, and facilitate their
National and Global reach and excellence. There are three components under the MSME
Champions scheme, the details of which are as below:
i. MSME-Sustainable (ZED) Certification Scheme: The ZED Certification envisages
promotion of Zero Defect Zero Effect (ZED) practices amongst MSMEs. The Scheme
encourage and enable MSMEs for manufacturing of quality products using latest
technology, tools and to constantly upgrade their processes for achievement of high quality
and high productivity with the least effect on the environment.
ii. MSME-Competitive (Lean) Scheme: The Lean Scheme is an extensive drive on the part of
Ministry of Micro, Small and Medium Enterprises for enhancing the competitiveness of
MSME Sector through implementation of Lean Tools and Techniques.
iii. MSME-Innovative {Incubation, Design and Intellectual Property Rights(IPR)} Scheme:
MSME Innovative is a new concept for MSMEs with a combination of innovation in
incubation, design intervention and by protecting IPR in a single mode approach to create
awareness amongst MSMEs and to enable them to acquire IPR and incubate ideas and
designs into business ventures.: 2 :
(b): MSME Champions Scheme is a Central Sector Scheme wherein funds are released to the
respective Implementing Agencies (IAs) and no state-wise funds are released. The details of funds
sanctioned, disbursed and utilised are as below:

(c): The number of MSMEs assisted and outcomes achieved under each component of the
Scheme is attached at Annexure-I and capacity-building programs conducted under the Raising
and accelerating MSME performance (RAMP) programme for MSME Champions Scheme is
attached at Annexure-II (for ZED & Lean) & Annexure III(for Incubation) , for the State of
Karnataka along with a district-wise break-up.
(d): Several measures have been taken under various components of the MSME Champions
Scheme to enhance competitiveness, encourage innovation and promote technology upgradation for
MSMEs in all over the country including the state of Karnataka. The scheme works through
multiple components that together address quality, technology, innovation, and process efficiency.
The scheme provides financial assistance / subsidies / support for MSMEs for ZED certification
cost, consultancy, process improvements, design/innovation incubation, IPR registration, Lean
implementation, etc. In the state of Karnataka, 60,861 MSMEs have been certified under ZED,
1,117 MSMEs have been certified under Lean at Basic level, 26 MSMEs (98 Ideas) are being
assisted under Incubation, 23 projects approved under Design and 136 MSMEs have availed
reimbursement towards trademark, patent and GI under IPR component. Details are attached at
Annexure-I.
