Parliament Question: MSME Sector in Ladakh

GOVERNMENT OF INDIA MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES LOK SABHA UNSTARRED QUESTION NO.735 TO BE ANSWERED ON 24.07.2025 MSME SECTOR IN LADAKH 735. SHRI MOHMAD HANEEFA: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the details of the ongoing schemes and new proposals under the Micro, Small and Medium Enterprises (MSMEs) sector in the Union Territory of Ladakh; (b) the number of entrepreneurs benefitted in the UT of Ladakh under different schemes of the Government; (c) whether the Government has any special scheme or programme keeping in view the specific nature and needs of the MSME sector in the Union Territory of Ladakh and to support the local artisans and entrepreneurs and if so, the details thereof; and (d) whether the Government has conducted any impact assessment studies to evaluate the success of the ongoing schemes of the Government and if so, the details thereof? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a) & (b): The Central Government supplements the efforts of the States/UTs through various schemes, programmes and policy initiatives for promoting the growth and competitiveness of MSMEs and facilitating technological upgradation and innovation of MSMEs in the country including Ladakh. The schemes are operational in all the States and UTs of the country. These schemes/ programmes include Prime Minister's Employment Generation Programme, Khadi and Village Industries Commission (KVIC) Schemes, Credit Guarantee Scheme for Micro and Small Enterprises, PM Vishwakarma scheme, Procurement and Marketing Support (PMS) scheme, Entrepreneurship & Skill Development Programme scheme, Micro and Small Enterprises - Cluster Development Programme, Raising and Accelerating MSME Performance, MSME Champions Scheme, etc. 6,58,33,368 MSMEs are registered on Udyam Portal including Informal Micro Enterprises with an employment of 28,51,41,204 persons till 15.07.2025. Out of this, 18,594 MSMEs are registered in Ladakh employing 54,284 persons. The progress of some of the major schemes of Ministry of MSME is given below: (i) Prime Minister’s Employment Generation Programme (PMEGP) is a major credit-linked subsidy programme, being implemented through Banks since 2008-09 with Khadi and Village Industries Commission (KVIC) as nodal agency at the national level for generating employment in the Country including rural area in the non-farm sector. Khadi Gramodyog Vikas Yojana (KGVY) is also implemented by KVIC. The major components of KGVY are viz. Khadi Vikas Yojana (offers end to end support in promoting Khadi Industry), Gramodyog Vikas Yojana (an artisan centric programme - for revival of traditional and inherent skills of rural artisans).: 2 :  9532 number of entrepreneurs benefitted in the Union Territory of Ladakh under the Schemes of KGVY and PMEGP.  260 beneficiaries were benefitted under Entrepreneurship Development Programme (EDP) of KVIC to promote the Khadi and Village Industries (KVI) activities in the Union Territory of Ladakh. (ii) The Entrepreneurship and Skill Development Programme (ESDP) ongoing Central Sector scheme. The objective of the programme is to motivate young persons (Men and Women) representing different sections of the society including SC/ST, women, physically handicapped, Ex-servicemen, and BPL persons to consider self-employment or entrepreneurship as one of the career options. The ultimate objective is to promote new enterprises, build capacity of existing MSMEs and inculcate entrepreneurial culture in the country. Progress of ESDP scheme in Ladakh in last 3 years is as below: S. No. Financial No. of Programmes No. of Year Conducted Beneficiaries 2. 2022-23 1 50 3. 2023-24 2 94 4. 2024-25 28 1573 Total 31 1717 (iii) Credit Guarantee Scheme for Micro and Small Enterprises: The Ministry of Micro, Small and Medium Enterprises and Small Industries Development Bank of India (SIDBI) jointly instituted Credit Guarantee Trust Fund for Micro and Small Enterprises (CGTMSE) in the year 2000 to provide credit guarantees for loans extended by Member Lending Institutions (MLIs) to Micro and Small Enterprises (MSEs), without requiring collateral security or third-party guarantees. As reported by CGTMSE, since inception in 2000, till 30.06.2025, 2,348 credit guarantees were approved involving an amount Rs. 300.73 crore in the Union Territory of Ladakh. (iv) Mahatma Gandhi Institute for Rural Industrialization (MGIRI), under Ministry of MSME, has established a Solar powered wool processing cluster under the S&T Scheme of KVIC at Village Saspochey, Leh-Ladakh benefiting more than 20 women spinning artisans. (v) Procurement and Marketing Support (PMS) scheme run by Ministry of MSME extends benefits for creating market access initiatives to Micro & Small Enterprises (MSEs) including MSEs in Union Territory of Ladakh.: 3 : Beneficiaries of PMS scheme in Ladakh so far: S. No. Financial Year No. of Beneficiaries 1. 2022-23 Nil 2. 2023-24 2 3. 2024-25 80 4. 2025-26 As on date Nil (vi) The PM Vishwakarma (PMV) Scheme, launched on 17.09.2023 to provide end-to-end support to artisans and craftspeople of 18 traditional trades who work with their hands and tools across the country, including the UT of Ladakh. As on 18.07.2025 6,462 applications have been received through Common Service Centres (CSCs) in the UT of Ladakh out of which 4,184 have been successfully registered and have started availing the scheme benefits. (c): The Centre for Rural Enterprise Acceleration through Technology (CREATE) has been set up in the premises of Handloom Department at Leh to enhance local productivity, product quality, economic potential and improve livelihoods for the local traditional artisans and enterprises. CREATE is a processing unit set up for conversion of dehaired Pashmina to Pashmina Roving. (d): No impact assessment studies have been undertaken specifically for the Union Territory of Ladakh. ****
