NARCOTICS ENFORCEMENT FOR DRUG TRAFFICKING
421. SHRI SHREYAS M PATEL:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether the Government is aware of the increasing incidence of drug
trafficking and substance abuse in Hassan district of Karnataka;
(b) the details of cases registered under the Narcotic Drugs and Psychotropic
Substances (NDPS) Act during the last five years, including the quantity of
narcotic drugs and psychotropic substances seized, persons arrested,
chargesheets filed and convictions secured, year-wise;
(c) whether the Government has provided financial or technical assistance to
the Government of Karnataka for strengthening anti-narcotics enforcement,
intelligence gathering, forensic facilities and capacity building in Hassan
district and if so, the details thereof;
(d) the measures taken to prevent drug abuse among youth through
awareness campaigns, educational institution outreach, de-addiction
services and community-based interventions; and
(e) whether the Government proposes to strengthen coordination among
Central agencies, the State Police, educational institutions and local
authorities to effectively curb drug trafficking and substance abuse in Hassan
district and the details thereof?

(a) & (b) As per latest data published by National Crime Records Bureau
(NCRB) pertaining to the year 2024; the details of district-wise (including-2-

Hassan district) cases registered under the Narcotic Drugs and Psychotropic
Substances (NDPS) Act, 1985 during 2020-2024 is at Annexure-I. The quantity
of narcotics drugs and psychotropic substances seized and year-wise cases
registered (CR), cases chargesheeted (CCS), cases convicted (CON) and
persons arrested (PAR) in the State of Karnataka during 2020-2024 is at
Annexure-II and Annexure-III respectively.
(c) Ministry of Home Affairs is providing assistance to States/ UTs under
the Assistance to States/UTs Scheme for strengthening anti-narcotics
enforcement capacity and related infrastructure. Though, no direct district-
level funding has been released to Hassan District, Government of Karnataka
has been provided financial assistance under the scheme as detailed below:

Ministry of Social Justice & Empowerment has formulated and is
implementing National Action Plan for Drug Demand Reduction (NAPDDR), a
centrally sponsored scheme to tackle the issue of substance use. Under the
scheme, financial assistance is provided to State Governments/ UTs as per-3-

their State Action Plan for Preventive Education and Awareness Generation,
Capacity Building, Programmes for Drug Demand reduction by States/ UTs
etc. In this component, funds are released to the State of Karnataka and not
to any specific district. In financial year 2024-25, Rs. 2.96 crore were
allocated and in financial year 2025-26, Rs. 3.25 crore were allocated by the
Ministry to the State of Karnataka for the State Action Plan.
(d) Government has taken various initiatives to prevent drug abuse among
youth through awareness campaigns, educational institution outreach, de-
addiction services and community-based interventions in Karnataka
(including Hassan district), some of which are as under: -
(i) On 17.02.2026, NCB Bengaluru Zonal Unit, in collaboration with Rajiv
Gandhi University of Health Sciences (RGUHS) and the Dishabodh
Foundation, organised an intensive anti-drug awareness campaign in
Hassan district. The programme included distribution of drug
awareness pamphlets, publicity of the MANAS Helpline and a 2-km anti-
drug walkathon with participation of public representatives, district
administration, students and members of the public to promote
awareness against drug abuse.-4-

(ii) During 2025, NCB Bengaluru Zonal Unit conducted 59 awareness
programmes in schools, colleges, corporate offices and public spaces,
including walkathons and cyclothons, with participation of
approximately 17,000 persons, predominantly students. Further, during
2026 (till 15.04.2026), 11 awareness programmes have already been
conducted under the Nasha Mukt Bharat Abhiyaan in coordination with
the Government of Karnataka, Rajiv Gandhi University of Health
Sciences (RGUHS) and other stakeholders, with participation of around
37,450 students across various districts of Karnataka.
(iii) Department of School Education & Literacy (DoSEL) has developed a
comprehensive Three-Year Nasha Mukt Vidyalaya Action Plan (2026–
2029) to create safe, healthy, tobacco and drug-free school
environments across India through awareness, prevention, capacity
building, and community participation. The action plan aims to achieve
these objectives through the following: -
a) A self-declaration Nasha Mukt Vidyalaya Portal for monitoring the
implementation of Drug-Free Zone/ Tobacco-Free Educational
Institutions (ToFEI) compliance.
b) Declaration of a 500-meter radius around all school campuses as a
Drug-Free Zone, with mandatory signage boards outside schools.-5-

c) Integration of age-appropriate curriculum on substance abuse
prevention into the life skills and health education.
d) Development of standardized training and IEC materials on tobacco,
drugs, and substance abuse.
(iv) Government under National Action Plan for Drug Demand Reduction
(NAPDDR) scheme by Ministry of Social Justice and Empowerment
(MoSJ&E) is providing support to 30 (01 in Hassan district) Integrated
Rehabilitation Centres for Addicts (IRCAs), 04 District De-Addiction
Centres (DDACs) and 01 Addiction Treatment Facilities (ATFs) in
Karnataka.
(e) Government has taken various measures to strengthen coordination
among Central agencies, the State Police, educational institutions and local
authorities to effectively curb drug trafficking and substance abuse, some of
which are as under: -
(i) Established a 4-tier Narco-Coordination Centre (NCORD) mechanism for
ensuring better coordination between Central & State Drug Law
Enforcement Agencies and other stake holders in the field of controlling
drug trafficking and drug abuse in India. An NCORD portal has been
developed by NCB. It is an all in one portal for information related to-6-

drug law enforcement. Topics like NCORD, Training & Capacity Building,
Narco-offenders data, legal information, exemplary initiatives taken by
states etc are covered on the NCORD portal.
(ii) At the district level, an NCORD committee has been constituted under
the chairmanship of Deputy Commissioner, with the Superintendent of
Police as the member secretary, involving different State and Central
Government departments like Education, Excise, Agriculture, Tourism,
Forest, Intelligence and Railways for addressing the various aspects of
drug trafficking and abuse. During 2025, 08 District-Level NCORD
Meetings were conducted in Hassan & 04 such meetings have been held
in 2026 (till 30.06.2026, as per data uploaded in NCORD portal).
(iii) Joint Coordination Committee (JCC) meetings are held regularly in
which all relevant Central and State agencies participate, to discuss
investigation of important narcotics cases in the State. During 2026, 01
State Level Joint Coordination Sub Committee meeting for the State of
Karnataka was held on 10.04.2026.
(iv) A dedicated Anti-Narcotics Task Force (ANTF) headed by Additional
Director General/ Inspector General level Police Officer is established
in each State/UT to function as the NCORD Secretariat for the State/UT
and follow-up on compliance of decisions taken in NCORD meetings at
different levels.-7-

(v) Department of School Education & Literacy undertakes sustained
awareness, sensitization, and capacity-building initiatives to promote
tobacco and drug free school campuses. The Department is proactively
working in close collaboration with States/UTs to strengthen preventive
education awareness campaigns, capacity-building programmes and
Information, Education and Communication (IEC) materials for schools,
teachers, students, parents and the wider community. These initiatives
aim to enhance awareness about the harmful effects of tobacco, drugs
and all forms of substance abuse, to build capacity of teachers to
implement preventive interventions, encourage active participation of
parents and communities and to create a safe, healthy, and supportive
learning environment for all students.
