Sanjna Jatav: Shri Khagen Murmu: Shri Sukanta Kumar Panigrahi: Shri Haribhai Patel: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री be pleased to state: (a) the total number of cattle vaccinated against Foot and Mouth Disease (FMD) under National Animal Disease Control Programme (NADCP) till date State-wise including Odisha, Rajasthan, particularly in Keonjhar Lok Sabha Constituency in Odisha and Bharatpur, LokSabha Constituency in Rajasthan; (b) the extent to which the brucellosis vaccination coverage target has been achieved in the above said places; (c) whether there has been a decline in the incidence of these disease following the wide spread of vaccination driven and if so the details thereof; and (d) the extent of digital livestock identification including ear tagging work and its current status across the country and the other steps taken by the Government to strengthen animal health services and improve livestock productivity in the above said place? ANSWER MINISTER FOR FISHERIES, ANIMAL HUSBANDRY & DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) to (b): As per the information uploaded by the respective State on National Digital Livestock Mission (NDLM) Portal for vaccination against Foot and Mouth Disease (FMD) and Brucellosis under the National Animal Disease Control Programme (NADCP) of Livestock Health and Disease Control Programme (LHDCP) in the country including the States like Odisha (Keonjhar constituency) and Rajasthan (Bharatpur constituency) since inception till date (19.03.2026) are placed as Annexure I, (a and b). (c) Department of Animal Husbandry and Dairying (DAHD), GoI has streamlined the mass vaccination programs with biannual vaccination for FMD in cattle, buffaloes and sheep, goats and once in a life time vaccination for Brucellosis in 4 to 8 months old female bovine calves, which effectively reduced the spread of livestock diseases and incidence of the number of disease outbreaks. As per the surveillance report in respect to Foot & Mouth Disease (FMD), average Non-Structural Protein (NSP) antibody prevalence has reduced to 7.8% from 16% during 2021-23. Further, out of three strains of FMD in India (O, A and Asia 1), reportedly there is no outbreak reported in respect of Asia 1 strain since 2024. Thenumber of outbreaks of FMD has reduced from 132 in 2019 to 40 in 2025. Similarly, the outbreaks of Brucellosis decreased from 22 in 2019 to 6 in 2025. (d) DAHD, GoI has developed digital data base named as “Bharat Pashudhan” using a unique 12digit Tag ID allocated to each livestock animal for identification and traceability. In respect of sheep and goat, flock registration is done by tagging single representative animal of the flock. So far 36.81 crore animals have been registered on the Bharat Pashudhan portal in the country. Further, the steps taken by the Government to strengthen animal health services and improve livestock productivity are outlined as under: i. Under Livestock Health and Disease Control Programme (LHDCP) scheme financial assistance is provided to States/UTs for training and awareness on Good Animal Husbandry Practices, Biosecurity/Sanitary measures, vaccination against animal diseases, disease surveillance and monitoring and capacity building which supports animal health and productivity. ii. Guidelines for minimum standards of Veterinary Infrastructure in India has been framed and communicated to States/UT with the request for adoption and necessary action. iii. Under the scheme, 100% central assistance is provided for vaccination of animals against four major diseases, namely FMD, Brucellosis, Peste des Petits Ruminants (PPR) and Classical Swine Fever (CSF) including centralized procurement of quality vaccine and supply as per requirement including awareness generation amongst stakeholders. iv. Under Establishment and Strengthening of Veterinary Hospital & Dispensary (ESVHD-MVU) of LHDCP, the recurring financial assistance is provided to States/UTs for ground operation of MVUs on sharing basis. Till now, total 4019 numbers of Mobile Veterinary Units (MVUs) have been made operational in the Country in 29 States/UTs. v. The ‘Standard Veterinary Treatment Guidelines (SVTGs) has been developed for Livestock and Poultry’ for best practices in veterinary care to enhance livestock health and disease control while ensuring the responsible use of drugs including antimicrobials. vi. Under, Nationwide Artificial Insemination Programme (NAIP) using semen of high merit bulls, Artificial Insemination (AI) services is delivered free of cost at farmers’ doorstep. vii. Under, Accelerated Breed Improvement Programme, sex sorted semen is used with the aim to produce female calves up to 90% accuracy thereby enhancing milch cattle population, breed improvement, productivity and farmers' income. viii. To propagate elite animals of indigenous breeds, the established 24 IVF lab has been established by the department in the country. ix. Department has developed unified genomic chips Gau Chip for indigenous cattle and Mahish Chip for indigenous buffaloes specifically designed for initiating genomic selection of high genetic merit animals in the country. x.
