447 biogas plants have been installed across various districts in Uttar Pradesh, with a total sanctioned fund of Rs. 64.11 Lakhs; no funds have been disbursed.
Uttar Pradesh Government Support:
The Government of Uttar Pradesh launched the Bio Energy Policy 2022 to promote the production of Compressed Biogas (CBG) and BioCoal.
The policy offers financial incentives, including Rs 75 lakh per ton maximum of Rs 20 Crore for CBG, Rs 75,000 per ton to the maximum of RS 20 Crore for BioCoal, and Rs 3 lakh per kilolitre to the maximum of Rs 20 Crore for Biodiesel.
Additional support includes electricity duty exemption for 10 years, financial support for approach road construction, and subsidies for Balers, Racker, and Trawler equipment procurement.
157 CBG projects have been given in principal approval, with 47 projects receiving state approval, totaling a cumulative capacity of 1214 TPD. 27 CBG plants with a cumulative capacity of 230 tonnes per day have been installed so far.
Government land (300 acres) has been provided to 16 CBG projects from Oil Marketing Companies, and these are in various stages of construction.

(a) the details of towns/cities in Uttar Pradesh where Waste-to-Energy projects have been
installed along with funds sanctioned and disbursed under the National Bioenergy
Programme, district-wise;
(b) the number of Biomass (non-bagasse) cogeneration projects established under the
National Bioenergy Programme in Uttar Pradesh, district-wise;
(c) whether any Briquette/Pellet manufacturing plants have been sanctioned for the State
of Uttar Pradesh and if so, the details thereof and if not, the reasons therefor;
(d) the number of Biogas plants installed in Uttar Pradesh along with the funds allotted,
sanctioned, and disbursed for them, district-wise; and
(e) whether there have been any efforts by the Government of Uttar Pradesh to
support the National Bioenergy Programme and to increase the number of Biogas
plants in the State and if so, the details thereof?

(b)Total two nos. of Biomass (non-bagasse) cogeneration projects have been supported in
Kanpur Dehat and Muzaffarnagar districts of UP.
(c ) Total three nos. of briquette/pellet projects have been sanctioned in three districts of UP,
the details are placed at Annexure-II.
(d) The details of district-wise biogas plants installed under Biogas and Waste-to-Energy sub-
component of National Bioenergy Programme in Uttar Pradesh is placed at Annexure – III.
(e) In line with National Bioenergy Programme, Government of Uttar Pradesh have launched
Bio Energy Policy 2022 to support the production of Compressed Biogas, Bio-Coal etc. in the
state to reduce the carbon emissions and fossil fuel dependency of the state as well as country.

The financial incentives and supports provided by State Government under the Bio
Energy Policy, 2022:
• Compressed Biogas (CBG) Rs 75 lakh per ton maximum of Rs 20 Crore.
• Bio-Coal Rs 75,000 per ton to the maximum of RS 20 Crore.
• Bio-diesel Rs 3 lakh per kilolitre to the maximum of Rs 20 Crore.
• 100% exemption in electricity duty to the bio-energy enterprises for 10 years.
• Financial support available on construction of maximum 5 km of approach road with
investment of Rs 50 crore and above.
• State subsidy available to the tune of 30% of cost, to the maximum of Rs 20 lakhs on
procurement of Balers, Racker, and Trawler equipment's. This subsidy will be
available in addition to 50% subsidy available from Central Government in
Agriculture mechanization scheme. which supports in supply chain of the feedstock
collection for the plants and prevent parali burning.
• Exemption on development charges levied by development authorities.
• Exemption of 100% Stamp duty.
• Under the policy in principal approval given of total 157 nos. of CBG Projects
including 47 nos, of projects got State approval with cumulative capacity of 1214 TPD.
