Dr. C M Ramesh: Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state: a) whether the National Cooperative Policy, 2025 envisages expansion of cooperatives into new sectors such as food processing, renewable energy, logistics, exports and digital commerce; b) whether the Government has identified sector-wise opportunities for promoting cooperative enterprises in Andhra Pradesh, particularly in fisheries, horticulture, dairy, tribal products, women-led enterprises and handloom sectors; c) whether any proposals have been received from the State Government of Andhra Pradesh for financial or technical assistance under the Policy; and d) if so, the details thereof, district-wise, including the likely employment generation and increase in farmers' income expected from such initiatives? ANSWER THE MINISTER OF COOPERATION सहकारिता मंत्री (SHRI AMIT SHAH) (a) Yes, Sir. The expansion of cooperatives into new sectors such as food processing, renewable energy, logistics, exports and digital commerce is enunciated in the National Cooperation Policy, 2025. Some of which are as follows: “4.2.5 Promote exports of cooperative sector products to international markets and enhance the share of the cooperative sector in the total export of the country; 4.2.9. Promote the enhancement of existing processing capacities, including the manufacturing of value-added products through capital infusion, to increase members' incomes; 5.1.3. Promote cooperatives to leverage e-commerce platforms, such as the Government e- Marketplace (GeM) and the Open Network for Digital Commerce (ONDC), to access a large customer base and achieve better pricing; 7.1.2. Promote the entry and strengthening of cooperatives in new and emerging sectors, in both urban and rural space, such as micro-insurance, renewable energy, water Page 1 of 3distribution, health, education, waste management, transportation, biogas production, mobile application-based aggregator services (for example – cooperative of taxi drivers, individuals providing household services (like plumber, electrician, etc.)), etc., to enhance diversification and increase member income.” (b) Yes, Sir. The Central Government has identified opportunities for promoting cooperative societies in Andhra Pradesh in the dairy sector under the White Revolution 2.0. Under the said initiative, it has been envisaged to set up 7042 new dairy cooperative societies (DCS) and to strengthen 2107 existing DCS. To date, 1078 new DCS have been formed, and 807 existing DCS have been strengthened. Moreover, the National Cooperative Development Corporation (NCDC), a statutory organization under the Ministry of Cooperation, is implementing the “Yuva Sahakar” and “Swayam Shakti Sahakar” Schemes. Both the schemes are fully funded and supported by NCDC. Yuva Sahakar Scheme is implemented with the aim of encouraging newly formed cooperative societies with new and/or innovative ideas. The objective of the “Swayam Shakti Sahakar” Scheme is to facilitate access to affordable, cost-effective, and reliable financial services to the poor, including women’s Self-Help Groups (SHGs), to undertake common/collective socio- economic activities to promote sustainable livelihoods. NCDC extends funding on a project basis. (c) & (d): No, Sir. No proposal has been received from the Government of Andhra Pradesh for financial or technical assistance under the National Cooperation Policy, 2025. However, NCDC has been mandated to promote economic development through cooperative institutions. The primary objective of this Corporation is to promote, strengthen, and develop farmer cooperatives with a view to enhancing production, productivity, and the creation of post-harvest infrastructure. To this end, NCDC extends financial assistance to cooperatives in diverse sectors such as agricultural marketing and inputs, processing, storage, marketing of agricultural produce, and supply of seeds, fertilizers, and other agricultural inputs. Since its inception, NCDC has been providing financial assistance under its Corporation-sponsored schemes as well as Central Sector Schemes of various Ministries, covering a wide spectrum of notified commodities and services. As of 30.06.2026, NCDC has cumulatively disbursed ₹73,454.93 crore for the development of cooperative institutions in the state of Andhra Pradesh.
