SMT. SMITA UDAY WAGH: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री be pleased to state: (a) the key objectives and components of the National Livestock Mission (NLM) and related programmes such as the NLM, Entrepreneurship Development Programme (EDP), Animal Husbandry Infrastructure Development Fund (AHIDF) and Rashtriya Gokul Mission aimed at promoting dairy farming and livestock development; (b) the total number of farmers, particularly small and marginal farmers, who have benefited under the NLM during the last three years, State-wise; (c) the details of beneficiaries engaged specifically in cow-based dairy farming, along with the type of assistance and support provided; (d) whether any projects or financial assistance have been extended under this Mission, State- wise including the State of Maharashtra particularly in the Jalgaon Lok Sabha Constituency; and (e) if so, the details thereof, including the number of farmers covered, breed improvement initiatives undertaken and measures to enhance milk productivity and income generation at the grassroots level? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) Yes Sir, the Central Government is implementing the National Livestock Mission (NLM), Animal Husbandry Infrastructure Development Fund (AHIDF), Rashtriya Gokul Mission (RGM) which are aimed at promoting dairy farming and livestock development, the details of which is as under: (I) National Livestock Mission (NLM): The re-aligned National Livestock Mission (NLM), launched in the year 2021-22. The scheme focuses on employment generation, entrepreneurship development and enhancing per-animal productivity, thereby targeting increased production of meat, goat milk, eggs, and wool. The scheme was further modified on 21st February 2024, adding the breed-upgradation of camels, horses and donkeys, along with initiatives for fodder production utilizing wasteland, rangeland and degraded forest land. The scheme has following objective: i. Employment generation through entrepreneurship development in small ruminant, poultry, pig, camel, donkey, mule, horse sector & Fodder sector ii. Increase per animal productivity through breed improvement iii. Increase in production of meat of sheep, goat, pig and poultry, goat, sheep, camel, donkey, milk, wool, egg and fodder.iv. Increasing availability of fodder and feed substantially to reduce the demand – through strengthening the fodder, fodder seed processing and grading units, seed supply chain and availability of certified fodder seeds v. Encouraging establishment of fodder processing Infrastructure and to reduce the demand supply gap vi. Increase area under fodder cultivation vii. Promoting risk management measures including livestock insurance for farmers viii. Promoting applied research in prioritized areas of poultry, sheep, goat, feed and fodder ix. Capacity building of state functionaries and livestock owners through strengthened extension machinery to provide quality extension service to farmers. x. Promoting skill-based training and dissemination of technologies for reducing cost of production, and improving production of livestock sector There are three sub-missions under the scheme as under: (i) Sub-mission on Breed Development of Livestock and Poultry (ii) Sub-mission on Feed and Fodder Development (iii) Sub-mission on Innovation and Extension Under the NLM, the Entrepreneurship Programme (NLM-EDP) is a key component under which 50% capital subsidy up to Rs.50.00 lakh is provided to individuals, Farmer Producer Organizations (FPOs), Self-Help Groups (SHGs), Joint Liability Groups (JLGs), Farmer Cooperative Organizations (FCOs) and Section 8 companies. This subsidy supports the establishment of rural poultry breeding farms, sheep/goat, pig, camel, horse, donkey breeding farms, as well as fodder value-addition units such as hay, silage, Total Mixed Ration (TMR), fodder blocks and fodder seed processing, grading and storage units. The entire scheme is fully end to end digitalized. The subsidy ceiling for different components ranges from ₹3 lakh to ₹50 lakh depending on the type of project. (II) Animal Husbandry Infrastructure Development Fund (AHIDF): The Department of Animal Husbandry & Dairying (DAHD) through its Animal Husbandry Infrastructure Development Fund (AHIDF) scheme has been actively contributing towards changing the landscape of India’s livestock and allied processing sector by incentivizing investments by individual entrepreneurs, private companies, Farmers Producer Organizations (FPOs), MSMEs, Section 8 companies and cooperatives to establish (i) Dairy processing and value addition infrastructure, (ii) Meat processing and value addition infrastructure (iii) Animal Feed Plant (iv) Breed Improvement technology and Breed Multiplication Farm (v) Setting up of Veterinary Vaccine and Drugs Manufacturing facilities (vi) Animal Waste to Wealth Management (Agri Waste Management) and vii) early wool processing across the country. AHIDF scheme is transforming livestock sector wherein, the objectives of the scheme are as follows: • To help increasing of milk and meat processing capacity and product diversification thereby providing greater access for unorganized rural milk and meat producers to organized milk and meat market. • To make available increased price realization for the producer • To make available quality milk and meat products for the domestic consumer • To fulfill the objective of protein enriching quality food requirement of the growing population of the country and prevent malnutrition in one of the highest malnourished children’s population in the world• Develop entrepreneurship and generate employment • To promote exports and increase the export contribution in the milk and meat sector • To make available quality concentrated animals feed to the cattle, buffalo, sheep, goat, pig and poultry to provide balanced ration at affordable prices (III) Rashtriya Gokul Mission is being implemented for development and conservation of indigenous bovine breeds enhancing milk production and productivity of bovines to meet growing demand of milk and making dairying more remunerative to the rural farmers of the country. The key objectives of the RGM scheme are: (i) Targeted raising productivity of indigenous bovine breeds through identification and propagation of elite animals of indigenous breeds; (ii) To create National Milch Herd of high genetic merit animals which consists of donors and propagation of elitist of elite animals through use modern reproductive bio techniques; (iii) Mainstreaming use of modern breeding technologies such as sex sorted semen, IVF technology, genomics etc. for enhancing productivity of bovines at farmer’s level and (iv) To enhance Artificial insemination coverage through delivery of Artificial insemination services at farmers’ doorstep. The components of RGM are as under: (i) Nationwide Artificial Insemination Programme (NAIP): Under the component Artificial Insemination services is delivered free of cost at farmers’ doorstep in the districts with less than 50% AI coverage. (ii) Progeny Testing and Pedigree Selection is being implemented to produce high genetic merit bulls, including bulls of indigenous breeds. (iii) Accelerated breed improvement programme using IVF technology and sex sorted semen is being implemented for rapid genetic upgradation of bovine population. (iv) Multi-purpose Artificial Insemination Technicians in Rural India (MAITRIs) are trained and equipped to deliver quality Artificial Insemination services at farmers’ doorstep. (v) Establishment of Breed Multiplication Farm. (b) The expected no. of farmers, who have benefited under the NLM during the last three years, State-wise is placed at Annexure I. (c) to (e) The details of the assistance made available to dairy farmers, breed improvement initiatives and measures to enhance milk productivity taken under the key components of RGM are as follows: (i) At present NAIP is implemented in 33 districts of Maharashtra and as on date, 58.08 lakh animals have been covered, 79.23 lakh artificial inseminations performed, and 37.30 lakh farmers benefitted. In Jalgaon District of Maharashtra, 2.26 lakh animals have been covered, 3.09 lakh artificial inseminations performed, and 1.43 lakh farmers benefitted under NAIP. State-wise details of NAIP are at Annexure-II. (ii) Under Progeny Testing and Pedigree Selection, Gaolao breed of cattle and Pandharpuri breed of buffalo of Maharashtra are covered under the programme; (iii) Under Accelerated breed improvement programme using IVF technology and sex sorted semen 2 IVF labs are functional in Maharashtra and the benefit of the labs are accruing to all the dairy farmers of the state including Jalgaon district of Maharashtra. The State-wise and category wise details of approved projects and interest subvention with expected farmers benefitted are placed under Annexure III. Under the NLM-EDP in Maharashtra, a total of 366 projects have received approval, amounting to a project cost of Rs.216.80 Cr and an approved subsidy of Rs.101.89 Cr. These projects are expected to benefit 11054 farmers. Although the data is not maintained at Lok Sabha Constituency level, it is available District wise. In the Jalgaon district 5 projects have been approved involving project cost of Rs.3.12 Cr and an approved subsidy of Rs.1.50 Cr which is expected to benefit 330 farmers. The project-wise and state-wise detail is placed at Annexure IV. Apart from this, assistance is also given for carrying out vaccination pan India. Vaccination prevents disease which in turn prevents productivity loss.
