SHRI GOLLA BABURAO: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the aims and objectives of National SC-ST Hub Scheme being implemented for SC/ST entrepreneurs; (b) whether it is not a fact that Government has mandated to procure 4 per cent from SC/ST Micro and Small Enterprises under Public Procurement Policy for Micro and Small Enterprises; and (c) if so, the details of percentage of procurement from SC/ST enterprises since implementation of the mandated 4 per cent procurement, with a particular reference to the State of Andhra Pradesh? ANSWER MINISTER OF MICRO, SMALL AND MEDIUM ENTERPRISES (SHRI JITAN RAM MANJHI) (a) to (c): A statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO THE PARTS (a) to (c) of RAJYA SABHA STARRED QUESTION NO. *171 FOR ANSWER ON 09.03.2026. (a): Ministry of Micro, Small and Medium Enterprises is implementing National Scheduled Caste and Scheduled Tribe Hub (NSSH) Scheme since October, 2016, with the objective to promote entrepreneurship amongst SCs/STs and to fulfill the mandated 4% of procurement from SC/ST MSEs under the Public Procurement Policy for Micro and Small Enterprises of Government. (b) and (c): Yes Sir. The Public Procurement Policy for Micro and Small Enterprises (MSEs) Order, 2012 mandates 25% annual procurement from MSEs by Central Ministries/Departments/Central Public Sector Enterprises (CPSEs), including 4% from MSEs owned by SC/ST MSEs. ‘MSME SAMBANDH’ portal launched on 8th December, 2017 monitors the procurement by Ministries/Departments and Central Public Sector Enterprises (CPSEs) from MSEs including enterprises owned by SC/ST. Procurement data on Sambandh portal is maintained category-wise, but not State-wise.
