Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to
state:
(a) whether the National Scheme of Welfare of Fishermen provides financial assistance to fishermen, if so, the details thereof since 2020, year and State-wise;
(b) the details of number of houses and community halls for recreation and work purposes built for the benefit of fishermen under the scheme since 2020, State-wise;
(c) the number of houses and community halls have been built for fishermen in Lok Sabha Constituency Mayiladuthurai in Tamil Nadu, which has about 71 km of coast; and
(d) the details of procedure particularly Mayiladuthurai to apply for and obtain houses, community halls and tubewells for fishermen in Lok Sabha Constituency Mayiladuthurai and who is the nodal officer in Tamil Nadu? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)
(a): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying is implementing the Pradhan Mantri Matsya Sampada Yojana” (PMMSY) with a total outlay of Rs. 20,750 crore , with effect from 2020-21 for holistic development of fisheries and aquaculture sector in all States/ Union Territories. The scheme inter-alia envisages several welfare related activities for fishers and fish farmers like (i) development of Integrated Modern Coastal Fishing Villages in the maritime States/UTs with an aim to maximize economic and social benefits to coastal fishers while minimizing environmental degradation through sustainable fishing practices, (ii) insurance coverage of Rs.5.00 lakh against accidental death or permanent total disability, Rs. 2.50 lakh against accidental permanent partial disability and Rs. 25,000 against accidental hospitalization in the age group of 18 to 70 years, (iii) livelihood and nutritional support for socio-economically backward active traditional fishers families for conservation of fish resources during fishing ban/lean period in the age group of 18 to 60 years wherein assistance is provided @Rs.3000/- per fishers and beneficiaries’ own contribution of Rs.1500/- for three months during fishing ban/lean period in the ratio of 50:50 for general state,80:20 for North Eastern States and Himalayan States while 100% for UTs. (iv) the National Rollout Plan of Vessel Communication and Support System under the PMMSY scheme including installation of transponders on1,00,000 fishing vessels in all Coastal States and Union Territories with a total outlay of Rs.
364.00 Crore which enhances the safety of fishermen and their vessels The State-wise details of Integrated Modern Coastal Fishing Village approved, Group Accident insurance coverage provided, Livelihood and Nutritional support and Transponders distributed are at Annexure-I, II, III and IV respectively.
(b) and (c): Under the ongoing Scheme on PMMSY, there is no such housing scheme for fisherman being implemented centrally. However, Government of Tamil Nadu has reported that under the Fishermen Housing Scheme of their State plan, 2883 houses have been constructed which includes 19 fishermen houses in Mayiladuthurai Lok Sabha Constituency in Tamil Nadu since the year 2020.
(d): As reported by Government of Tamil Nadu, the eligible fishermen may apply for assistance under the Fishermen Housing Scheme by submitting the prescribed application along with the required documents such as (i) A copy of the Aadhaar Card, (ii) Family Smart Card, (iii) Fishermen Cooperative Society Membership Card and (iv) Land ownership document (Patta/Land Deed), to the Assistant Director of Fisheries and Fishermen Welfare, Mayiladuthurai. The Assistant Director of Fisheries scrutinizes the applications and the eligible applications are forwarded to the Director of Fisheries Chennai. The Directorate, after due scrutiny, recommends the eligible applications to the Director of Rural Development and Panchayat Raj Department. Thereafter, the applications are forwarded to the Concerned District Rural Development Agency (DRDA). The Concerned Block Development Officer (BDO) conducts a field inspection to verify the applicant's land ownership and eligibility. Based on the verification report and subject to fulfilment of the prescribed norms, the DRDA sanctions and allots the house to the eligible beneficiary.
