Parliament Question: Neelima Moving Pictures Company in the PM Kaushal Vikas Yojana

GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP RAJYA SABHA UNSTARRED QUESTION NO. 2207 ANSWERED ON – 11.03.2026 NEELIMA MOVING PICTURES COMPANY IN THE PM KAUSHAL VIKAS YOJANA 2207. #SHRI SHAKTISINH GOHIL: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether Neelima Moving Pictures Company was awarded training or any kind of work; (b) whether Government is aware that Neelima Moving Pictures provided false details, showing its office in Bihar in one case and in Uttar Pradesh in another case; (c) whether Government is aware of the fact that this company had actually shut down and they received payment without doing any work; and (d) the number of instances of errors, irregularities and misappropriation of funds have come to Government's attention in the entire PM Kaushal Vikas Yojana? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (d) The Neelima Moving Pictures, a Proprietary Business Agency not registered with Registrar of Companies (under Ministry of Corporate Affairs) had awarded skill certifications to 33,493 participants (employees) through Media and Entertainment Skills Council (MESC). In this regard, Show Cause Notices have already been issued to both NMP and MESC. The Comptroller and Auditor General (CAG) conducted a Performance Audit of PMKVY covering its initial phases up to 2022 and flagged certain deficiencies in legacy systems relating to data validation, beneficiary details, assessor information, eligibility verification, and monitoring processes, largely attributable to limitations in IT controls and decentralized implementation prevalent at that time. Taking cognizance of observations, the Government has since undertaken comprehensive measures under PMKVY 4.0, including Aadhaar-based e-KYC, face authentication and geo-tagged attendance, QR-coded digital certificates, real-time dashboards on the Skill India Digital Hub, strengthened assessor and training centre accreditation through NCVET, independent monitoring via Kaushal Samiksha Kendra, revised monitoring guidelines with clear KPIs, and a robust penalty and recovery framework. The Ministry of Skill Development and Entrepreneurship (MSDE) has introduced several reforms to improve the quality, transparency, and accountability of the skilling ecosystem. Key measures include Aadhaar-based e-KYC, biometric attendance (AEBAS) for candidates and trainers, and Direct Benefit Transfer (DBT) to ensure financial support reaches genuine beneficiaries. A live attendance dashboard on the Skill India Digital Hub (SIDH) enables real-time monitoring, while face authentication and geo-tagged attendance strengthen verification. The system also includes automated alerts to detect irregularities during training. To ensure certificate authenticity, QR-coded digital certificates have been introduced. Additionally, post-certification tracking through SIDH monitors employment outcomes, and candidate feedback via the Central Communication Layer (CCL) helps improve training quality continuously.Under PMKVY 4.0, the MSDE has established the ‘Kaushal Samiksha Kendra’ (KSK) for independent oversight. The KSK facilitates both virtual and physical inspections of Skill India Centres (SICs). MSDE carried out virtual monitoring of 3,695 training Centres across India. These inspections evaluated centre infrastructure, candidate attendance, trainer presence, and other key parameters. In addition, regular physical inspections through the PMKVY State and District Coordinators are being carried out to identify the gaps and improve the training quality. Physical inspections were carried out in 2,393 centres. A snapshot of action taken by the Ministry for monitoring and quality assurance is given below: • 383 centres were found non-compliant after inspections and data verification. The irregularities observed included mismatches in attendance records, centres found closed during inspection, absence of candidates and trainers at the centres, and lack of required tools and equipment, among other discrepancies. • Actions initiated include suspension, stoppage of payments, Show Cause Notices, cancellation of accreditation & affiliation, blacklisting, recovery of payments, and filing of FIRs. • 167 cases were identified for FIR filing; 41 FIRs have been lodged so far against Skill India Centres and necessary action. • Based on physical inspection findings, 178 non-compliant training partners/centres have been blacklisted and recovery of payments initiated. *****
