Will the Minister of AYUSH
be pleased to state:
(a) whether it is a fact that the Government has made plans to establish new AYUSH
colleges in the State of Bihar particularly in District Gopalganj to meet the increasing demand
for AYUSH education and healthcare system and if so, the details thereof;
(b) the details of the central assistance provided and the number of colleges proposed to
be set up by the Government for the said purpose in Bihar;
(c) the details of the vacancy position of the AYUSH colleges in Bihar;
(d) whether the Government has sent any proposal to Government of Bihar for
sanctioning of financial assistance for AYUSH Medical College and Hospital in Gopalganj
district and if so, the details thereof;
(e) whether any proposal from Bihar for the AYUSH Medical College and Hospital in
Gopalganj district has not been received so far and if so, the details thereof and the reasons
therefor; and
(f) the measures taken by the Government in this regard?

(a) & (b) Public Health being a State subject, establishment of new Ayush colleges in the
State comes under the purview of respective State/UT Governments. Government of India
implements Centrally Sponsored Scheme namely, National Ayush Mission (NAM), under
which there is a provision of financial assistance for setting up of Ayush Educational
Institutional in the States where availability of Ayush teaching institutions is inadequate in
Government. State/UT Government may avail eligible financial assistance by submitting the
suitable proposals through State Annual Action Plans (SAAPs) as per the provision of NAM
guidelines. Currently, there is no proposal to setup Ayush Medical College in Gopalganj,
Bihar.(c) The Ministry of Ayush sets national-level policies and standards for education and
practice, accordingly, manages vacancies in respect of that organisation which comes under
the domain of Ministry of Ayush i.e. Research Councils, and National Institutes. However, as
health being a State subject respective State / UT Government are responsible for the
administration and recruitment for Government AYUSH colleges within their respective State
/ UT. Therefore, vacancy positions in Bihar's state-run AYUSH colleges are managed by the
Bihar Government.
(d) No such proposal has been sent by Ministry of Ayush to Government of Bihar.
(e) & (f) No such proposal has been received from Government of Bihar.
