THIRU ARUN NEHRU: Will the Minister of TEXTILES वस्त्र मंत्री be pleased to state : (a) the number of handloom weaver clusters mapped and registered under the National Handloom Development Programme (NHDP) in Perambalur district in Tamil Nadu during the last three years, block-wise; (b) the details of cluster development schemes funded under HMF, Cluster Development Scheme and Comprehensive Handloom Cluster Development Scheme including financial assistance released, number of beneficiaries covered, looms modernized and production sheds constructed, block-wise; (c) the status of GI tag applications pending for Perambalur handloom products like handloom fabrics and traditional motifs, including stage of processing and expected timeline for notification block-wise; and (d) the skill upgradation programmes conducted, TUFS loans sanctioned to weavers, market promotion activities organised and export linkages established for Perambalur handloom clusters during 2023-26, block-wise? उत्तर ANSWER वस्त्र राज् य मंत्री (श्री पबित्र मार्घरे रटा) THE MINISTER OF STATE FOR TEXTILES (SHRI PABITRA MARGHERITA) (a) & (b): Under the Cluster Development Programme (CDP), a component of National Handloom Development Programme (NHDP), need based financial support is provided through various interventions like upgraded looms & accessories, construction of worksheds, solar lighting units, product & design development etc., across the country including Tamil Nadu State. Based on the requirement of handloom weavers/workers in Tamil Nadu State, during last three years, financial assistance of Rs.1329.05 lakh has been provided for 28 CDPs covering 6845 beneficiaries. However, the Ministry of Textiles has not received any proposal under NHDP pertaining to Perambalur district. (c): Under Handloom Marketing Assistance (HMA), a component of National Handloom Development Programme (NHDP), Geographical Indication (GI) of Goods (Registration & Protection) Act 1999 is promoted in respect of handloom products of pan India wherein financial assistance is provided for meeting the expenses in registering the designs/products, imparting training to personnel of Implementing Agency and effective enforcement of G.I. registration and organizing seminars, workshops etc. Handloom Producers of Perambalur district have not filed any application for GI tag. However, a total no. of 10 handloom products of Tamil Nadu State, out of 106 handloom products of pan India have been registered under the GI Act, 1999. (d): Ministry of Textiles under SAMARTH (Scheme for Capacity Building in Textiles Sector) provides demand driven, placement-oriented skilling programmes to supplement the efforts of the industry in creating jobs in the organized textile and related sectors, covering the entire value chain of textiles, excluding spinning and weaving in organized sector on pan India basis. Training in Perambalur distict of Tamil Nadu State has not been conducted during 2023-26.It is stated that the Amended Technology Up-gradation Fund Scheme (ATUFS) was valid only until 31.03.2022 and currently, only previous committed liabilities are being processed. Hence, no new proposal has been approved post-2022 i.e. during 2023-26. To provide the marketing platforms to the handloom agencies/weavers to sell their products directly to the customers, expos are organised across the country including participation in various crafts melas & Dilli Haat programme etc. In addition, an e-commerce portal (https://www.indiahandmade.com) has already been launched to support the handloom sector for online marketing of handloom products. For export promotion of handlooms, participation of handloom exporters/weavers of pan India including handloom clusters of Tamil Nadu State are organized for various International marketing events/fairs like India International Trade Fair, Buyer Seller Meet, Reverse Buyer Seller Meet, Big Ticket events, Bharat Tex, through Handloom Export Promotion Council. ****
