SHRI CHAVAN RAVINDRA VASANTRAO: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री be pleased to state: (a) whether National Livestock Mission (NLM), provides 50 per cent capital subsidy upto Rs.50 lakh under its Entrepreneurship Development Programme (EDP) for livestock-based enterprises and if so, the details thereof; (b) whether Government has suspended acceptance of fresh applications under the NLM– EDP through the NLM Udyamimitra Portal and if so, the details thereof and the reasons therefor; (c) the steps taken/being taken by Government for acceptance of fresh applications under the NLM-EDP through the NLM UdyamimitraPortal; (d) the total number of applications received, approved, pending and rejected under the scheme till date, State-wise; (e) the details of amount sanctioned and released to the State Implementing Agencies (SIAs), State-wise; and (f) the steps taken/being taken by Government to ensure transparency, time-bound processing of applications and uninterrupted support to rural entrepreneurs, particularly small and marginal farmers, women and youth seeking to establish livestock-based enterprises? ANSWER MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) Under the National Livestock Mission (NLM), 50 per cent capital subsidy upto Rs.50 lakh under Entrepreneurship Development Programme (EDP) is provided for livestock-based enterprises for the following activities and subsidy ceiling: • Poultry Project: Up to ₹25 lakh • Sheep & Goat Farming: Up to ₹10 lakh to ₹50 lakh • Pig Farming: Up to ₹15 lakh to ₹30 lakh • Fodder Projects/ Fodder seed processing and grading infrastructure units: Up to ₹50 lakh • Horse/Camel/Donkey Breeding: Up to Rs 3 lakh - ₹50 lakh (b) and (c) The Department of Animal Husbandry and Dairying, Government of India has suspended acceptance of fresh applications under the NLM– EDP through the NLM Udyamimitra Portal since 08.07.2025. Keeping in view of the closing of 15th Finance Commission cycle, the Department of Animal Husbandry and Dairying, Government of India, is presently making concerted efforts to ensure timely completion of ongoing/pending projects so that the second instalment may be released. New projects under NLM-EDP are not considered for approval as it would not be feasible for the beneficiaries to complete suchprojects by 31.03.2026. Therefore, the Department of Animal Husbandry and Dairying, Government of India, has decided not to open the portal. (d) The total number of applications received, approved, pending and rejected under NLM- EDP till date, State-wise is placed at Annexure I. (e) The subsidy is released directly to the beneficiary. The details of State/UT wise amount of subsidy approved and released is placed at Annexure II. (f) Under the NLM-EDP activity, the NLM Udyamimitra Portal has been established to streamline the application process, ensuring smooth submission, tracking, and approval of proposals. Additionally, the Department of Animal Husbandry & Dairying (DAHD), Government of India, has developed an advanced dashboard to promote transparency, enhance efficiency, and enable real-time monitoring of projects under the scheme. To support entrepreneurs, the National Livestock Mission Help Desk has been set up in the state to assist with online form submissions and address related issues. Further, Central Level Bankers Committee (CLBC) has been established to track applications pending with banks.Annexure I State/UT-wise details of claims and settled during FY 2025-26 are as under: Sl.
