Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the role played by the National Rural Livelihood Mission
(NRLM) in enhancing skill development and employment
opportunities for rural youth in the country, particularly in West
Bengal;
(b) whether any partnership has been made with private sector
institutions or NGOs in this regard and if so, the details
thereof; and
(c) the status and details of employment of youth under NRLM in
West Bengal, district-wise;

(a): Under the umbrella scheme of DeendayalAntyodayaYojana -
National Rural Livelihoods Mission (DAY-NRLM), Ministry of Rural
Development is implementing the following two Centrally Sponsored
Schemes namely DeenDayalUpadhyayaGrameenKaushalyaYojana
(DDU-GKY) & Rural Self Employment Training Institutes (RSETI) in
the field of skill development for rural poor youth for their gainful
employment with a view to eradicate poverty in the country
including the State of West Bengal. A brief on the Schemes is as
under:
I. DeenDayalUpadhyayaGrameenKaushalyaYojana (DDU-GKY): DDU-
GKY is a placement-linked skill development program for rural poor
youth in the age group of 15-35 years. It empowers the rural poor
youth with employable skills and facilitates their participation in
regular labour markets, thus providing them with jobs having regular
monthly wages at or above the minimum wages. DDU-GKY guideline

(5%).
II. Rural Self Employment Training Institutes (RSETIs): RSETI is a
Bank lead - Ministry of Rural Development (MoRD) funded training
institutions established by the Sponsoring Banks in their Districts,
to provide training for skill and entrepreneurship development.
MoRD extends financial support for the construction of RSETI
building and also bears the cost of training the 'rural poor'
candidates. Any unemployed youth in the age group of 18-50 years
having an aptitude to take up self-employment or wage employment
can undergo training at RSETI. Some of the trained candidates may
also seek regular salaried jobs / wage employment.
(b): Yes. DDU-GKY scheme operates through partnerships with
private sector institutions and NGOs. Under DDU- GKY, projects are
implemented in project mode by Project Implementing Agencies
(PIAs). These PIAs may be any entity, which is:
i) A Government or semi-government organization at the National
and State level,
ii) NGO registered with NITI Aayog,
iii) Registered under Indian Trust Acts or any State Society
Registration Act or any State Cooperative Societies or Multi-State
Cooperative Acts or the Companies Act 2003 or the Limited Liability
Partnership Act 2008, or SHGs and its federations namely Cluster
Level Federation/Block Level Federation,
iv) more than three years old entity except Start-ups, etc.
(c): Details of youth trained and placed / settled under DDU-GKY &
RSETI programmes are given in Annexure-I & II, respectively.
