Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to
state:
(a) whether the Government has established any monitoring mechanism to assess the actual usage and
reporting frequency of the Report Fish Disease mobile application by fish farmers in various States
and Union Territories in the country;
(b) the details and number of disease reports received, verified and resolved through the App since its
inception in 2023, State-wise; and
(c) whether the Government has conducted any evaluation of response time and technical assistance
provided to farmers under the National Surveillance Programme for Aquatic Animal Diseases
(NSPAAD) Phase-II and if so, the details thereof?

(a): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry & Dairying, Government
of India, is implementing the National Surveillance Programme for Aquatic Animal Diseases
(NSPAAD) Phase-II in the Country under the Pradhan Mantri Matsya Sampada Yojana (PMMSY).
The ICAR–National Bureau of Fish Genetic Resources (NBFGR), Lucknow, is the Coordinating
institute for the implementation of NSPAAD Phase-II. As part of NSPAAD Phase-II, ICAR–NBFGR
has developed the Report Fish Disease mobile application to facilitate real-time reporting of aquatic
animal health issues by farmers across the country. As the coordinating institute, ICAR-NBFGR
monitors the application's functioning to track reported disease cases. On receipt of any disease report,
ICAR-NBFGR immediately contacts the concerned farmer and informs the designated Nodal and Co-
nodal officers of the respective Fisheries Department of State/Union Territory (UT), as well as the
NSPAAD Collaborating Centres for necessary follow-up action.
(b): As reported by ICAR–NBFGR, the Report Fish Disease mobile application has recorded 22,190
downloads and 356 disease cases submitted by farmers across the country. The state-wise details of
disease reports received, verified, and resolved through the application, as furnished by ICAR–
NBFGR, are provided at Annexure I.
(c): The Department of Fisheries, Government of India, is reviewing the implementation of NSPAAD
Phase-II regularly at various levels. Further, Fisheries Research Institutions of ICAR, the Universities,
Fisheries Colleges, and other collaborating centers of NSPAAD Phase-II are conducting training and
awareness on the initiative and the ‘Report Fish Disease’ mobile application for enhancing the utility
of the mobile application to the benefit of the fish farmers. ICAR–NBFGR has also evaluated the
responsiveness and technical assistance provided under NSPAAD Phase-II. It has been reported that,
upon receipt of a disease case through the mobile application, farmers are contacted within 24 hours,
and management advisories based on case history are issued by the concerned State Fisheries
Department officials or the NSPAAD Collaborating Centres within 24 to 48 hours.
