(a) the number of National Textile Corporation (NTC) Mills currently operational in the country along
with the number of workers are presently working in these mills as on date, State and mill-wise including
Tamil Nadu;
(b) the number of NTC Mills are closed since 2015 along with the reasons therefor, State-wise including
Tamil Nadu;
(c) whether any steps have been taken to rehabilitate the workers of closed mills, if so, the details thereof
and if not, the reasons therefor;
(d) whether some of the NTC Mills in Tamil Nadu has been non functional and disbursal of salary to
these workers were totally stopped;
(e) if so, the details thereof along with the quantum of salary being disbursed to these workers before and
after Covid-19 as on date;
(f) whether the Government has received any representation from the workers union/associations to
reopen the closed NTC mills and disburse salary to these workers; and
(g) if so, the details thereof along with the steps taken by the Government in this regard?

(a): Currently, operations of all the 23 NTC mills (including the mills located in Tamil Nadu State)
are suspended due to financial constraints. The number of workers working in these mills as on date are
7391. State and mill-wise details, including Tamil Nadu, is at Annexure.
(b): No mill of NTC was closed since 2015.
(c): Government is implementing various schemes/ initiatives on a pan-India basis to promote textile
industry. Major initiatives include Pradhan Mantri Mega Integrated Textile Region and Apparel
Parks(PM MITRA), Production Linked Incentive(PLI) Scheme, National Technical Textiles
Mission(NTTM), The Scheme for Capacity Building in Textile Sector-SAMARTH, Jute (Improved
Cultivation and Advanced Retting Exercise-ICARE), Silk Samagra 2.0, National Handloom
Development Programme, National Handicraft Development Programme, Integrated Wool Development
Programme (IWDP) etc.(d) to (g) : Production activity in all 23 functional NTC mills was suspended due to Covid-19 and
nationwide lockdown imposed by Central/State Government(s) from March, 2020. Normal operations
were resumed in some of the NTC Mills from January, 2021, which could not continue due to
unavailability of working capital and other financial constraints.
Despite severe financial constraints, full salaries & wages have been paid to all the IDA employees and
workers required for essential services up to October, 2024. However, the remaining workers, who were
not attending duties, were paid 100% of their wages up to June 2023. Further these workers were paid 50
% of their wages from July, 2023 to October, 2024.
The Government has been receiving several representations from workers unions, staff associations etc.
NTC management has been continuously making efforts for mobilizing funds to disburse salary to its
workers.
