SHRI PC MOHAN: SHRI MADDILA GURUMOORTHY: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: - (a) the number of youth trained under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in Karnataka, particularly in Bengaluru during the last three years; (b) the number of trainees received training in digital skill domains such as AI, machine learning, data analytics, coding and cyber security under the said scheme in the same period; (c) the number of beneficiaries secured employment entrepreneurship opportunities post-training in digital skill sectors; (d) whether the Government collaborated with private sector partners or educational institutions in Karnataka to strengthen the delivery of digital skill training under the said scheme and if so, the details thereof; and (e) whether the Government has undertaken any third-party audit to assess the effectiveness and quality of skilling programmes in the State? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship Scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) since 2015. Under PMKVY, skill training is imparted through Short Term Training (STT) and Re-skilling and Up-skilling through Recognition of Prior Learning (RPL) to youth across the country. From FY 2022-23 till 30th June 2025, a total of 96,319 candidates have been trained/oriented under PMKVY in Karnataka, including 27,977 candidates in Bengaluru. (b) Under PMKVY, from FY 2022-23 till 30th June 2025, a total of 32,945 candidates have been trained/oriented in digital skill domains such as AI, machine learning, data analytics, coding and cyber security, etc., in Karnataka including 13,984 candidates trained/oriented in Bengaluru. (c) Under PMKVY scheme, placements were tracked in the Short-Term Training (STT) component in the first three versions of the Scheme which is PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0 implemented from FY 2015-16 to FY 2021-22. Under these versions, a total of 74,225 candidates were reported placed in Karnataka. Under PMKVY 4.0, the focus is to empower our trained candidates to choose their varied career path and they are suitably oriented for the same.(d) Under PMKVY 4.0, the latest version of the scheme implemented since 2022, skill training has been imparted through a wide range of educational institutions including schools (such as Kendriya Vidyalayas, Jawahar Navodaya Vidyalayas, CBSE-affiliated schools), colleges affiliated with AICTE and UGC, as well as industry / industry associations across various States, including Karnataka. (e) PMKVY 2.0 was evaluated by NITI Aayog in October 2020 across several states including Karnataka. As per the study, about 94 percent of the employers surveyed reported they would hire more candidates trained under PMKVY. Further, 52 percent of the candidates who were placed in full time/part time employment and oriented under the RPL component received higher salary or felt that they will get higher salary compared to their un-certified peers. In addition, a third-party impact evaluation of PMKVY 2.0 was conducted by the Indian Institute of Public Administration (IIPA). As per the evaluation, about 70.5% surveyed candidates received placement in their desired skill sector. A third-party evaluation of PMKVY 4.0 has been assigned to Arun Jaitley National Institute of Financial Management on 04.08.2025. *****
