Parliament Question: Nutrient-Based Subsidy

GOVERNMENT OF INDIA MINISTRY OF CHEMICALS AND FERTILIZERS DEPARTMENT OF FERTILIZERS LOK SABHA UNSTARRED QUESTION NO. 1266 TO BE ANSWERED ON: 06.02.2026 NUTRIENT-BASED SUBSIDY 1266: Shri Vishnu Datt Sharma: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) whether the Government is ensuring timely and adequate supply of subsidized fertilizers under the Nutrient-Based Subsidy (NBS) Scheme and the Urea Subsidy Scheme to farmers of Madhya Pradesh, district-wise (b) if so, the details of fertilizer allocation and actual supply made to the districts of Katni, Panna and the town of Khajuraho in the Khajuraho Parliamentary Constituency of Madhya Pradesh during the last three years; (c) whether the Government has taken measures to prevent fertilizer shortages, black marketing or overpricing in the said district; (d) if so, the details thereof including monitoring mechanisms, inspection drives and digital tracking of fertilizer movement; and (e) if not, the reasons for supply gaps along with the corrective steps being taken in this regard to ensure adequate availability of fertilizers to farmers in the above- mentioned region? ANSWER THE MINISTER FOR CHEMICALS & FERTILIZERS (SHRI JAGAT PRAKASH NADDA) (a) & (b) The mandate of Department of Fertilizers is to ensure adequate availability of fertilizers at State level. However, the distribution of fertilizers within the State at district level is done by the concerned State government. Accordingly, as informed by the State Agriculture Department of Madhya Pradesh, the details of fertilizers availability for the districts of Madhya Pradesh, including the districts of Katni, Panna and the town of Khajuraho, during the last three years and the current year is placed at Annexure. (c) to (e) In order to address the issues of black-marketing/over-pricing, fertilizers are declared as an essential commodity under the Essential Commodities Act, 1955 and notified under Fertilizer Control Order, 1985. State Governments are-2- empowered to take action against persons involved in said malpractices, as per provisions of EC Act. Accordingly, as per the information received from the State Government of Madhya Pradesh, 88 licenses were suspended, 86 licenses were cancelled, and FIRs were filed in 104 cases for black marketing and other irregularities during the year 2025- 26. Further, the State has also informed that fertilizers were supplied through Primary Agricultural Credit Societies (PACS), MARKFED, Marketing Societies, MP Agro and Private Retailers. Further, the State Government is implementing advance Lifting of Fertilizers Scheme to ensure timely availability of fertilizers. In every Crop Season "Saghan Abhiyan" Campaign is carried out to curb diversion/black-marketing etc. Coordination with district authorities in leading joint inspections and regular video conference is being organized with district officials to monitor the fertiliser status. Monitoring of stocks and rake arrivals is being adopted for equitable distribution of fertilizers. State has launched e-Token system to distribute fertilisers on the basis of farmer land holding and crop specific fertilizer recommendations. *******Annexure referred to in reply to part (a) & (b) of
