Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) whether a district-level hub has been established in the aspirational district Chandauli;
(b) whether the Government has identified any product under the One District One Product
(ODOP) scheme in Chandauli giving priority to aspirational districts and if so, the present status of
the related industries in this regard;
(c) whether the Government has provided any special package or additional subsidy for
aspirational districts, if so, the extent to which Chandauli district has been benefitted so far;
(d) the schemes being implemented in the aspirational district Chandauli to encourage women
entrepreneurs in the MSME sector and the number of women benefited by the said schemes; and
(e) whether the infrastructure such as industrial land, loan facilities or market linkages for the
establishment of new industrial units is being provided by the Government in Chandauli district and
if so, the details thereof?

(a) & (b): As reported by State Government of Uttar Pradesh, Zari Zardozi and Black Rice
have been identified as ODOP products in aspirational district in Chandauli. Under this Scheme,
156 MSME units have been established.
(c):
i. Ministry of Micro, Small and Medium Enterprises implements Prime Minister’s Employment
Generation Programme (PMEGP) a credit linked subsidy programme for setting up micro-
enterprises in non-farm sector, aiming to boost local employment and entrepreneurship across
the country including Uttar Pradesh. For beneficiaries in Aspirational Districts, as a Special
Category beneficiary group, The Margin Money subsidy is 35% in rural and 25% in urban
areas as against regular subsidy of 25% and 15% respectively.

ii. Under Micro and Small Enterprises Cluster Development Programme (MSE-CDP) of
Ministry of MSME higher GoI grant is provided for Aspirational Districts. There is provision
for GoI grant up to 80% of the cost of project from Rs. 5.00 crore to Rs. 10.00 crore and 70%
of the cost of project from Rs. 10.00 crore to Rs. 30.00 crore.
iii. As informed by State Government under Chief Minister Young Entrepreneur Development
Mission (CM Yuva Yojana) 10% share is taken from beneficiaries as against 10%-15%
contribution in non-aspirational district beneficiaries.
(d): The Government has taken a number of initiatives to encourage women entrepreneurs in
MSME sector, such as:
i. Special drives for registration of women-owned MSMEs on Udyam Registration (UR) and
Udyam Assist Portals (UAP).
ii. To support women entrepreneurs, the Public Procurement Policy mandates that 3% of annual
procurement by CPSEs/Ministries/Departments must be made from women-owned micro and
small enterprises.
iii. To support women entrepreneurs under Credit Guarantee Scheme for Micro and Small
Enterprises, the following two provisions have been introduced for micro and small women
entrepreneurs w.e.f. 01.12.2022:
a. Guarantee coverage of up to 90% as against the 75% for others; and
b. 10% concession in annual Guarantee fees
iv. Out of the total PMEGP beneficiaries, 39% are women and they are provided higher subsidy
(35%) vis-a-vis non-special category (up to 25%). Women Entrepreneurs supported in
Chandauli District (UP) under PMEGP Scheme during the period from 2023-24 to 2025-26

v. To encourage entrepreneurship among women, Ministry of MSME implements ‘Skill
Upgradation and Mahila Coir Yojana’ under Coir Vikas Yojana, which is an exclusive
training programme aimed at skill development of women artisans engaged in the Coir sector.
vi. Participation of women entrepreneurs in trade fairs under Procurement and Marketing Support
Scheme is subsidized to the extent of 100% vis-a-vis 80% for other entrepreneurs.: 3 :
vii. Ministry of MSME has launched ‘PM Vishwakarma’ Scheme on 17.09.2023, to provide a
number of benefits to the traditional artisans and craftspeople including women, engaged in
18 trades.
viii. The Ministry has launched the awareness campaign ‘Yashasvini’ to create awareness among
existing and aspiring women entrepreneurs with various schemes of the Ministry of MSME,
providing them with continuum of support through handholding, mentorship, and capacity
building.
ix. Under National Scheduled Caste Scheduled Tribe Hub (NSSH) scheme, 4,917 women SC/ST
beneficiaries are from Uttar Pradesh, with 24 from Chandauli district.
x. As informed by State Government, the following schemes of the State are being implemented
to encourage women entrepreneurs:
1) Chief Minister Young Self Employment Yojana – 85 nos. of beneficiaries.
2) ODOP Yojana – 41 nos. of beneficiaries.
3) PM Vishwakarma Labour Honour Yojana – 211 nos. of beneficiaries.
4) ODOP Training and Tool Kit Yojana – 1235 nos. of beneficiaries.
5) Chief Minister Young Entrepreneur Development Mission (CM Yuva Yojana) 299 nos.
of beneficiaries.
6) SC/ST Plan Training Yojana – 263 nos. of beneficiaries.
7) OBC Training Yojana – 86 nos. of beneficiaries.
