SHRI G M HARISH BALAYOGI: पेट(cid:332)ोिलयम एवं (cid:366)ाकृ ितक गैस मं(cid:361)ी Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) the number and details of offshore oil and gas exploration and development projects under implementation in the Krishna-Godavari Basin and other offshore areas of Andhra Pradesh, company-wise, including projects undertaken by Public Sector Undertakings (PSUs) and private companies; (b) the total investment committed and expenditure incurred on such offshore projects during the last five years, project-wise and company-wise; (c) the number of wells drilled, offshore platforms installed, pipelines laid and onshore processing or terminal facilities established in connection with such projects during the said period; (d) the estimated production capacity of crude oil and natural gas expected from these projects and the likely timelines for commencement of production; (e) the environmental and coastal regulatory clearances required for offshore hydrocarbon projects in the region and the status of such clearances for ongoing and proposed projects; and (f) the direct and indirect employment generated and the measures taken to ensure participation of local communities, especially in Amalapuram Parliamentary Constituency? ANSWER पेट(cid:332)ोिलयम एवं (cid:366)ाकृ ितक गैस मं(cid:361)ालय म(cid:336) रा(cid:475)मं(cid:361)ी ((cid:373)ी सुरेश गोपी) MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI SURESH GOPI) (a) to (d): A consolidated statement giving details of offshore oil and gas exploration and development projects under implementation in the Krishna-Godavari Basin and other offshore areas of Andhra Pradesh is placed at Annexure-I.e) The regulatory and contractual provisions mandate that an operator is required to obtain necessary environmental and coastal clearances, as applicable, for offshore hydrocarbon projects located in territorial waters (up to 12 nautical miles), which include Environmental Clearances (EC) under the Environment Impact Assessment (EIA) Notification 2006 (as amended from time to time); Coastal Regulation Zone (CRZ) clearance under the CRZ Notification 2011/19; Consent to Establish (CTE) and Consent to Operate (CTO) from the concerned State authorities. The status of clearances varies across projects depending on their stage of implementation. Status of clearances for ongoing and proposed projects in KG Basin is placed at Annexure-II. f) Offshore projects generate both direct and indirect employment opportunities including creation of diverse job opportunities in specialized areas,local engagement through skill development, onshore facility management, boosting both skilled and unskilled employment in the KG region and multiplier effects from oil and gas monetization.
